RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This resolution authorizes the City Manager to execute a contract in the amount of $872,700, as well as all required supplemental agreements thereto, with Freese and Nichols, Inc. for professional engineering design services for the 5th Take Point Project (CIP Project WA1631), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $916,000.
BACKGROUND INFORMATION:
• Per the Water Master Plan dated in September 2024, the new delivery pump station is needed to provide additional pumping and storage for a growing city.
• This pump station will provide services for the 920 and 850 pressure planes while achieving around 20 MGD capacity for this site, with plans to achieve ultimate total capacity of 60 MGD.
• Within the overall lot, there will be other city facilities planned to be built there.
• Freese and Nichols, Inc submitted a proposal for this project in the amount of $872,700 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:
o Basic Services (Project Management and Preliminary Design Report)
o Special Services (Environmental Services)
• The fee for basic services is $849,000 and the fee for special services is $22,800.
• Freese and Nichols, Inc. submitted a response to 24-47RFQ for On-call Utility Design Services and was one of sixteen (16) firms shortlisted by City Council on September 17, 2024.
• Pending approval of this item, the preliminary design report will start immediately.
• Additional design efforts will follow after the completion of the preliminary design report in a separate agenda item.
• Coordination will be included with Parkhill for the overall site plan for this site.
FINANCIAL SUMMARY:
• The Resolution authorizes a design contract and any necessary supplemental agreements with Freese and Nichols, Inc. for an amount not to exceed $916,000.
• With the approval of this item, $4,034,000 will remain in project WA1631 under Fund 20.
