RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $191,000.00, as well as all required supplemental agreements thereto, with Kimley-Horn and Associates, Inc. for professional engineering services for the Roadway Impact Fee Project (ST2518), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $220,000.00.
BACKGROUND INFORMATION:
• Chapter 395 of the Texas Local Government Code mandates that impact fees be reviewed and updated at least every 5 years. The City of McKinney last performed a review and update of impact fees in 2020.
• Accordingly, Development Services Staff (Engineering and Planning Departments) are now initiating the 2025 Roadway Impact Fee Update.
• The project will involve updates to the land use assumptions, Roadway Improvements Plan, and impact fees.
• Kimley-Horn and Associates, Inc. submitted a response to RFQ 24-46 for On-Call Roadway Design Services. They were one of twelve firms shortlisted by City Council on September 17, 2024. Resolution Number: 2024-09-158R.
• Kimley-Horn and Associates, Inc. efficiently and effectively provided professional consulting services in support of the City’s 2003, 2008, 2013 and 2019 roadway impact fee updates. Kimley-Horn has thorough knowledge of the City’s roadway impact fee program and ordinance. They have extensive experience with and expertise in the complexities (e.g. theoretical, technical methodology, and legal framework) of roadway impact fees in Texas.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and any necessary supplemental agreements with Kimley-Horn and Associates, Inc. for an amount not to exceed $220,000.00
• Funds are available in the Capital Improvements Program Project ST2518.
• With the approval of this item, $30,000 will remain in ST2518.
