RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

ITEM SUMMARY:

                     The Airport has reached agreements with users of the new commercial terminal for the following additional improvements:

o                     Construction of an approximately 4,000-square-foot support building for airline tenants (estimated construction cost of $1.5M to $1.7M).

o                     Construction of office space within the airport terminal for airline tenants (estimated construction cost of $50,000).

o                     Construction of the concession area within the airport terminal (estimated construction cost of $1M).

                     These additional improvements require construction materials observation, engineering and testing services to verify that construction materials and installation comply with the project plans, specifications and applicable requirements.

                     Terracon Consultants, Inc., the current Construction Materials Testing (CMT) consultant for the McKinney National Airport Commercial Terminal Project, submitted a proposal in the amount of Thirty-five Thousand, Ninety-three and No/100 Dollars ($35,093) to provide additional construction materials observation, engineering and testing services associated with these improvements.

                     This Resolution authorizes the City Manager to execute an amendment to the Professional Services Agreement with Terracon Consultants, Inc. for additional construction materials observation, engineering and testing services related to the McKinney National Airport Commercial Terminal Project (AI2250) for an amount not to exceed (NTE) $38,593, which includes an owner’s contingency of $3,500.

                     The additional services will be performed in coordination with the design and construction schedule for the additional terminal improvements.

BACKGROUND INFORMATION: 

                     The City of McKinney issued a Request for Qualifications (RFQ 21-18RFQ) for miscellaneous geotechnical and materials testing services. Of the twenty-four (24) firms that submitted statements of qualifications, Terracon Consultants, Inc. was one of five (5) firms determined to be the most qualified and selected for the City's consultant pool.

                     Terracon Consultants, Inc. is currently providing construction materials observation, engineering and testing services for the McKinney National Airport Commercial Terminal Project and has performed satisfactorily.

                     Terracon operates a nationwide network of accredited laboratories and provides geotechnical engineering, materials testing, inspection and related construction services.

                     Continuing with Terracon Consultants, Inc. for the additional improvements provides continuity with the ongoing terminal construction, maintains consistency in construction materials testing and reporting, and allows the additional work to be efficiently coordinated with the overall terminal project.

FINANCIAL SUMMARY: 

                     The Resolution authorizes the City Manager to execute an amendment to the Professional Services Agreement with Terracon Consultants, Inc. for additional construction materials observation, engineering and testing services for an amount not to exceed $38,593, which includes an owner’s contingency of $3,500.

                     If approved, the addition of $38,593 for the additional services will increase the contract with Terracon Consultants, Inc. to $603,766.50 plus the total owner’s contingency to $39,500.

                     Upon approval of this item and three companion agenda items, including an amendment to the Architectural/Engineering (A/E) Services Agreement, an amendment to the Professional Owner’s Representative Services Agreement, and an amendment to the Building Systems Commissioning (Cx) Agreement, $869,540 will remain available within Project AI2250.  No additional appropriation is requested with this item.

                     Based on current combined construction cost estimate of $2.55M to $2.75M, sufficient funding for construction of these additional improvements is anticipated to be available within the contingency funds included in the Swinerton construction contract.
