ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with DDM Construction Corporation, for the Construction of the Virginia Street and Throckmorton Street Infrastructure Improvements (Municipal Complex) Project for a total contract amount not to exceed $10,650,000.
BACKGROUND INFORMATION:
• Johnson, Mirmiran & Thompson, Inc. (JMT), formerly Civil Consulting Group, PLLC (CCG), prepared the construction plans for the Virginia Street and Throckmorton Street Infrastructure Improvements (Municipal Complex) Project.
• This project will include a full reconstruction of Virginia Street between McDonald Street (SH 5) and Throckmorton Street, and Throckmorton Street between Virginia Street and Lamar Street. There will also be improvements to underground utilities, storm drainage, street paving, pedestrian walkways/ADA accessibility, parking, landscape/hardscape, illumination, and other associated street elements. A single lane roundabout will be constructed at the intersection of Virginia Street and Throckmorton Street.
• A Joint Utility Trench (Duct bank) will be constructed along Virginia Street from McDonald Street (SH 5) to Throckmorton Street. This is intended to help expedite the relocation of franchise utility facilities and bury the existing overhead facilities.
• The project will also make some improvements to the silos, namely fencing, landscaping, and retrofitting various silo elements like windows and vents to improve safety/security and aesthetics to be consistent with the new City Hall facility.
• The City issued an Invitation to Bid (24-24CC) to solicit responses from qualified contractors for the Construction of Collin McKinney Parkway.

• Out of 1152 supplier notifications, three (3) bids were received and opened by Procurement Services on November 9, 2023. The following is a summary of the bids:

• DDM Construction Corporation submitted references and qualifications that were evaluated in accordance with the bid specifications as noted in the attached Letter of Recommendation from JMT, Inc. dated November 17, 2023.
• The evaluation team recommends awarding DDM Construction Corporation the construction contract for the Virginia Street and Throckmorton Street Infrastructure Improvements (Municipal Complex) Project.
• The contract documents require that this project be substantially completed within 317 calendar days after issuance of the Notice to Proceed, which is expected to be issued in January 2024. Construction is expected to be complete by December 2024.
• There is an accompanying item on the Council Agenda for the project authorizing a contract for materials testing.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with DDM Construction Corporation, for an amount not to exceed $10,650,000.
o $9,850,000 (92.5%) allocated towards street funding (Fund 21) from Project ST2235
o $630,000 (5.9%) allocated towards utility funding (Fund 20) from Project WA2235
o $170,000 (1.6%) allocated towards utility funding (Fund 20) from Project WW2235
• With the approval of this item and accompanying materials testing contract, the following fund balances will remain in each respective project.
o $651,999.80 will remain in Project ST2235.
o $124,999.95 will remain in Project WA2235.
o $4,999.95 will remain in Project WW2235.
