RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Ordinance.

ITEM SUMMARY: 

                     This Ordinance amends the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvements Program by appropriating $1,000,000 from the Facility Improvement Fund balance to the Capital Improvement Program for the Demolition Project of the Old City Hall and Development Services Buildings in Downtown McKinney (FC2630).

BACKGROUND INFORMATION: 

                     The demolition of the old city hall and development services buildings will provide opportunities for development in the downtown McKinney area for strategic and economic growth. The first step in this process is Asbestos-Containing Building Materials testing.  Farmer Environmental has submitted proposals for the two buildings for ACBM testing for a total of $21,390.

                     This Ordinance amends the Fiscal Year 2025-2026 Annual Budget and 2026 - 2030 Capital Improvements Program to fund the entire project.

FINANCIAL SUMMARY: 

                     This Ordinance amends the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvements Program by appropriating $1,000,000 from the Facility Improvement Fund balance to the Capital Improvement Program for the Demolition Project of the Old City Hall and Development Services Buildings in Downtown McKinney (FC2630).

                     Upon approval of this item and the Asbestos-Containing Building Materials Testing contract there will be $978,610 left in the project.
