RECOMMENDED CITY COUNCIL ACTION:  Approve a Resolution casting votes for the candidate(s) to the Board of Directors for the Collin Central Appraisal District.

 

ITEM SUMMARY: 

                     The City of McKinney has eighty-eight (88) of the total two thousand (2,000) of votes to cast in the election of the 2026 Board of Directors for the Central Appraisal District of Collin County.

                     Each voting unit of Collin Central Appraisal District may cast all its votes to one candidate or distribute the votes among any number of the candidates listed.

                     Write-in candidates will not be accepted.

                     The voting resolution must be delivered to the Chief Appraiser before December 15, 2025, and the elected Board of Directors will be confirmed before the end of December.

                     The top two (2) candidates receiving the most votes in this process will be appointed to the Board, and they will serve a 4-year term, effective January 1, 2026 to December 31, 2029.

                     On October 6, 2025, the City Council approved Resolution #2025-10-166(R), nominating Steve Wilson to the list of candidates for this process.

BACKGROUND INFORMATION: 

 

Board Composition, all voting members:

                     Five (5) Members appointed by Taxing Entity Election in staggered appointment cycles:

o                     Two members will be appointed during this current cycle (2025), with terms effective January 1, 2026 to December 31, 2029.

o                     Three members will be appointed during the next cycle (2027), with terms effective January 1, 2028 to December 31, 2031.

                     Three (3) Members of Place 1, Place 2 and Place 3 will be determined by public election by resident voters of Collin County.

                     One (1) Member being the County Tax Assessor-Collector

 

City of McKinney Voting History:

                     In 2011, the City of McKinney cast 100 votes for Wayne Mayo and 100 votes for Dr. Leo Fitzgerald.

                     In 2013, the City of McKinney cast 60 votes for Wayne Mayo, 27 votes for Dr. Leo Fitzgerald, 20 votes for Gary Rodenbaugh, 20 votes for Roy Wilshire, 20 votes for Ronald Carlisle, 20 votes for Tiffany Burleson, and 20 votes for Michael A. Pirek.

                     In 2015, the City of McKinney cast its 193 votes for John Politz.

                     In 2017, the City of McKinney cast its 187 votes for Ed Standridge.

                     In 2019, the City of McKinney cast its 196 votes for Brian Mantzey.

                     In 2021, the City of McKinney cast its 199 votes for Brian Mantzey.

                     In 2023, the City of McKinney cast its 209 votes for Brian Mantzey.

                     In 2024, the City of McKinney cast its 209 votes for Brian Mantzey.
