RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes a supplemental agreement with Lockwood, Andrews, & Newnam, Inc. to provide additional professional engineering services for the design of the McKinney Ranch Pump Station Improvements Project for an increase in the not to exceed fee by $1,115,000 (from $570,000) for a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $1,685,000.
BACKGROUND INFORMATION:
• The Engineering Department has previously planned a multi-phase construction project at the McKinney Ranch Pump Station facility located at 3250 McKinney Ranch Parkway as follows:
o Phase 1 improvements are related to Pump Station No. 1 920 Service Area (SA) and the abandonment of the non-operational Pump Station No. 1 850 SA.
o Phase 2 improvements are related to Pump Station No. 2 920 Service Area (SA) and the addition of SCADA and IT integration of both Pump Station Nos. 1 and 2
• Lockwood, Andrews, & Newnam, Inc. is currently under contract with the City for design services related to Phase 1 of the McKinney Ranch Pump Station Improvements Project. The design for the Phase 1 project is currently 90% complete and has been underway since October, 2018.
• During development of the design for Phase 1, staff from the Engineering Department as well as the Public Works Department have determined that a consolidation of Phase 1 and 2 into a single design/construction project will provide the most economical and effective means of making the significant improvements at the McKinney Ranch Pump Station. The consolidation will also minimize the overall duration of time that construction would occur at the facility and provide for a more cohesive end product.
• The proposed funding allocated for the Phase 2 improvements will be combined with the current Phase 1 project (WA1626) as submitted in the proposed FY21 Capital Improvements Program (CIP) budget.
• The Phase 2 improvements to be added to the overall project are related to Pump Station No. 2 (920 Pressure Plane) and the addition of SCADA and IT integration of both Pump Station Nos. 1 and 2, the following additional services were not originally included in the current Lockwood, Andrews, & Newnam, Inc.’s contract for Phase 1.
o PS-2 pump replacements with variable frequency drives (VFDs), valve replacements, and discharge pipe replacements.
o New building to house the pumps that are currently outdoors.
o Design will include a secure, conditioned room that will house the security and SCADA equipment in the existing PS-2 building.
o A restroom will be added in the new building.
o Design will include all structural, architectural, mechanical, electrical, plumbing and site civil design required to construct the PS-2 upgrade.
o Included will be the design of a back-up generator for PS-1.
o It is assumed that the construction contract will be completed under one contract. The bid documents prepared will include a value-based proposal and be rated accordingly. CONSULTANT will assist City in the evaluation process.
• Construction of the planned combined improvements is expected to occur as soon as April 2021.
• Lockwood, Andrews, & Newnam, Inc. submitted a proposal in the amount of $1,031,070 for these additional services. The special services include $297,850 for a full time Resident Project Representative during underground construction operations and part time during above ground construction.
FINANCIAL SUMMARY:
• This Resolution authorizes a supplemental agreement with Lockwood, Andrews, & Newnam, Inc., for an increase in the not to exceed contract amount from $570,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $1,685,000.
• Funding for this contract is included in the Capital Improvements Program (WA1626).
• With the approval of this item, $4,404,215 will remain in project WA1626.
