RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $872,973 with HDR Engineering, inc., for professional engineering design services for the Stonebridge 30-Inch Waterline - 920PP Project (WA1632), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $1,005,000.

 

BACKGROUND INFORMATION: 

                     Per the Water Master Plan, the City of McKinney needs to construct Stonebridge 30-inch Waterline from US380 to Farm-to-Market (FM) 1461 to serve areas under development that will be constructed in its service area.

                     The City needs to select an alignment that will work with the proposed utilities and roads.

                     The City also needs to acquire property and coordinate easements with North Texas Municipal Water District once the alignment is selected.

                     HDR submitted a response to RFQ 24-47 for On-call Utility Design Services.  They were one of sixteen firms shortlisted by the City Council on September 17, 2024. 

                     Staff has negotiated a project proposal with HDR Engineering, inc., in the amount of $872,973. Their scope includes the following elements:

o                     Basic Services (Design Services & Bid & Construction Administration Phase Services)

o                     Special Services (Field Topographic Survey Coordination, Right-of-Way and Easement Documentation, Environmental Investigations, Geotechnical, Cathodic Protection, and Construction Administration Services)

                     The preliminary opinion of probable construction cost (OPCC) is $18,349,431.

                     The fee for basic services is $372,623 (2.03% of the OPCC) and the fee for special services is $500,350 (2.73% of the OPCC).

                     Staff are recommending a 15% design contingency for the project if additional design services are deemed necessary later.

                     Design of the preliminary stage of the project, including required property acquisition, is anticipated to take 12 months

.

                     Final design and construction of the project is planned to be part of the development agreement.  The development schedule is anticipated to be swift.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with HDR Engineering, inc., for an amount not to exceed $1,005,000.

                     Funds are available in the Capital Improvements Program Project WA1632.

                     With the approval of this item, $13,845,000 will remain in WA1632.
