RECOMMENDED CITY COUNCIL ACTION:

 

Staff recommends approval of the resolution authorizing the City Manager to execute the emergency purchase and installation of a replacement emergency generator for the McKinney Ranch Pump Station, utilizing funds available in Account No. 003-8205-506.92-01 (Equipment / Non-Fleet Capital Equipment).

 

ITEM SUMMARY: 

                     An annual inspection revealed a direct short at the exciter causing significant electrical damage, rendering the current generator non-functional.

                     Replacement is critical to ensuring uninterrupted operation of the pump station during power outages, severe weather, and emergency situations.

                     Altex Power Systems and Controls has been identified as the qualified vendor meeting technical and capacity requirements.

                     Due to the urgent need, the procurement is classified as an emergency purchase under City policy.

                     Total cost of replacement and installation is $413,000; funding has been verified in Account No. 003-8205-506.92-01 by the Finance Department.

BACKGROUND INFORMATION: 

                     The McKinney Ranch Pump Station is an essential component of the City's water distribution system.

                     Maintaining a functioning backup generator is necessary to protect public health and safety during power loss at the pump station.

                     The electrical failure at the exciter poses an immediate risk, with potential for uncontrolled surges and complete operational failure.

                     Emergency classification allows for expedited procurement to avoid service disruption.

                     Cost estimates were solicited, and Altex Power Systems and Controls was the selected vendor.
