RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
• This item authorizes the City Manager to enter into a roadway impact fee and developer participation agreement with AHC McKinney Ranch Owner, LLC, for the construction of Collin McKinney Parkway, generally located on the south side of McKinney Ranch Parkway and to be bisected by the future extension of Collin McKinney Parkway.
• In conjunction with the McKinney Ranch Multifamily Development (approximately 18.23 acres), the applicant is required to construct three lanes of Collin McKinney Parkway (extending approximately 1,327 linear feet), referenced as “onsite roadway improvements”, and to dedicate the respective rights-of-way (all of which are roadway impact fee credit eligible and shown on the attached roadway construction exhibit).
• The developer will spend a total of $1,325,956.00 constructing the onsite roadway improvements.
• The developer also owes a total of $265,150.00 in roadway impact fees in conjunction with permitting of seven (7) multifamily buildings of the development.
• The developer earns a total of $265,150.00 in roadway impact fee credits for constructing the onsite roadway improvements described above.
• The developer has also agreed to construct three lanes of Collin McKinney Parkway (extending approximately 354 linear feet), referenced as “offsite roadway improvements”.
• The developer will spend a total of $830,186.00 constructing the offsite roadway improvements.
• The developer is eligible to receive a cash reimbursement amount not to exceed $830,186.00 for constructing the offsite roadway improvements described above.
BACKGROUND INFORMATION:
• An associated site plan for McKinney Ranch Multifamily Addition (SITE2024-0075) has been approved. An associated final plat may be filed once all required public improvements have been installed and accepted by the City.
FINANCIAL SUMMARY:
• The developer owes a total of $262,150.00 in roadway impact fees to serve McKinney Ranch Multifamily Addition.
• The developer earns a total of $262,150.00 in roadway impact fee credits building the onsite impact fee eligible roadways required for the development.
• The developer will spend a total of $2,156,142.00 in construction costs building the onsite and offsite impact fee eligible roadways required for the development.
• Upon the dedication, construction and acceptance of the offsite roadway improvements contemplated within the proposed agreement, the maximum amount to be reimbursed will be $830,186.00.
• The total amount to be reimbursed is currently available in the following projects and funding accounts:
o Fund 21 - Streets (100%) - $836,200.00
• With the approval of this item, $6,014 will remain in Project ST1842.
