ITEM SUMMARY:
• This Ordinance amends the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvements Program by appropriating $200,000 from the Public Safety Improvement Fund balance for Outdoor Warning Siren upgrades and rehabilitation.
• Funding will support upgrades and rehabilitation needs identified during the FY2026 Outdoor Warning Siren preventative maintenance inspections.
• Needs identified include replacement or rehabilitation of aging siren components to maintain system reliability and ensure warning capability during critical emergency operations.
BACKGROUND INFORMATION:
• The City’s annual Outdoor Warning Siren preventative maintenance inspections identified several sirens requiring rehabilitation or replacement due to age, weather exposure, and structural or electrical degradation.
• Sirens requiring attention include Siren 8 at Virginia & St. Gabriel, Siren 9 at Cedar Elm & Highlands, Siren 12 at Berkshire & Hillsdale, Siren 17 at Silverado Trail & Carmel Mountain, and Siren 20 at Lea Lane & Flatrock Drive.
• Identified issues include cracked or separated siren head components, a damaged solar charger, and a cracked top disk. Several affected sirens are more than 20 years old.
• The recommended upgrades and rehabilitation are necessary to reduce the risk of degraded performance, water intrusion, voltage issues, or component failure during severe weather or other life-safety warning activations.
FINANCIAL SUMMARY:
• The Ordinance amends the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvements Program by appropriating $200,000 from the Public Safety Improvement Fund balance for Outdoor Warning Siren upgrades and rehabilitation (FP2368).
• The current estimated cost to repair Sirens 8, 9, 12, 17, and 20 is $116,793.02, based on vendor estimates.
• The additional funding provides sufficient project capacity to complete the identified upgrades and rehabilitation and address related siren needs that may arise during project execution or in the future.
