SPECIFIC USE PERMITS: When acting on a request for a specific use permit (SUP), the following factors should be considered:

•                      Compatibility with adjacent and neighboring land uses in the immediate area

•                     Adaptability of building structures to the proposed use

•                     Infrastructure requirements: roads, sidewalks, access to public streets, parking, and drainage

•                     Elements such as screening, open space, building heights, and compatibility of existing buildings to the proposed use

Staff has evaluated the request based on the above-mentioned parameters and feels that the site is appropriate for the proposed use and is compatible with existing land uses of the adjacent properties.

Staff has evaluated the request based on the above mentioned parameters and feels that the site is appropriate for the proposed use and is compatible with existing land uses of the adjacent properties.

The applicant has indicated a desire to operate a Reception or Event Center, Outdoor which will consist of 1,130 square foot building and 1,331 square foot patio. The indoor component of the development does not necessitate a requirement to obtain a specific use permit under the current zoning; the use of the outdoor space and patio does. All adjacent properties are zoned to McKinney Town Center - Downtown Core Character District and currently hosts commercial uses.

Staff has noted that the McKinney Town Center hosts a mix of use types that include Residential Uses. This would put the proposed Reception or Event Center, Outdoor use within a “quiet zone” to any residential uses within 500-ft of this development. Given the distance provided from the proposed Outdoor Component to the existing residential and the standard provisions relating to noise found in Chapter 70 (Article V) of the McKinney Code of Ordinances (Noise Ordinance), Staff is comfortable that the proposed outdoor development should be compatible with the surrounding uses around the site.

Due to the surrounding commercial uses and protections provided within the City’s noise ordinance, Staff recommends approval of the proposed specific use permit request.

SITE LAYOUT:  The attached exhibit provides a general layout of the proposed building as well as the associated parking and internal site circulation. The site circulation, parking, and sanitation requirements are in general conformance with the Zoning Ordinance.

This does not include emails or letters that may have been sent directly to members of the Council. Staff has not received any citizen comments through the online citizen portal.
