ITEM SUMMARY:
• Public Hearings conducted by the Community Grants Advisory Commission under the FY 2025-2026 Consolidated Grants Process.
BACKGROUND INFORMATION:
• The annual application process opened in February 2025. Interested applicants were able to attend two non-mandatory information sessions to learn how to apply for funding. The public was informed through notices, the city’s website, the city’s newsletters, and other mailings. Applicants had access to technical assistance for guidance and resources through April 2, 2025. The application deadline for agency submittal was April 3, 2025. Public hearings will be conducted on May 14 and May 15 at 6:30 PM each night in City Council Chambers, City Hall.
• The FY 2025-2026 Consolidated Grants Application process includes anticipated federal funding under the Community Development Block Grant (CDBG) Program, and the HOME program; city-administered programs through the Housing and Community Development Department, and the Community Support Grant (CSG) Program. Under the CDBG Program, the city anticipates receiving an allocation from the U.S. Department of Housing and Urban Development for program year, October 1, 2025, to September 30, 2026. The grant outcomes must benefit principally McKinney low-to-moderate income persons or households toward creating viable living environments, providing decent housing, and expanding economic opportunities.
• The Consolidated Grants process will also initiate the planning process for the city’s 2025-2029 Consolidated Plan. The public will be able to participate in this process during the months of May through August 2025. Future meeting dates and announcements will be posted. The Consolidated Plan is designed to help jurisdictions assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities. Funding includes federal and non-federal resources.
• The Community Grants Advisory Commission will hear presentations and summaries of agency proposed and city administered programs. The Commissioners will provide funding recommendations to the McKinney City Council for consideration; thereafter, City Council will conduct the final public hearings in August and September 2025.
