RECOMMENDED COMMISSION ACTION:
• Consider and act on funding recommendations to the City Council for the Consolidated Grants.
ITEM SUMMARY:
• The Community Grants Advisory Commission (CGAC) will consider programs and activities under the Community Development Block Grant (CDBG), Community Support Grant (CSG), and HOME program. The CGAC is responsible for the review and public hearings for the city-administered and agency-administered programs.
BACKGROUND INFORMATION:
• The Consolidated Grants process is under the 2nd year of the city’s 2025-2029 Consolidated Plan. Funding includes federal and non-federal resources. The FY 2026-2027 Consolidated Grants application process includes anticipated federal funding under the CDBG, and HOME programs; city-administered programs through the Housing and Community Development Department, and the CSG program.
o Under the CDBG and HOME programs, the city anticipates receiving allocations from the U.S. Department of Housing and Urban Development for program year, October 1, 2026, to September 30, 2027. The grant outcomes must benefit principally McKinney low-to-moderate income persons or households toward creating viable living environments, providing decent housing, and expanding economic opportunities.
o Under the Community Support Grant, the city allocates funds to public service agencies and city-administered programs. Funding is available to non-profit community support agencies that provide activities, programs, and services to McKinney residents. Organizations, which can be reasonably categorized under the heading of providing a public service that promotes the health, safety and welfare of McKinney residents may be eligible for funding.
• The annual application process started in February 2026. Interested applicants were able to attend two non-mandatory information sessions to learn how to apply for funding. The public was informed through notices, the city’s website, city’s newsletters, and other mailings. Applicants had access to technical assistance for guidance and resources through April 2, 2026. The deadline to submit was April 3, 2026.
• The CGAC conducted public hearings on April 30, 2026, and May 21, 2026. Commissioners will deliberate on June 15 for funding recommendations of agency administered programs to the City Council for consideration. The city will conduct a 30-day public comment period for CDBG and HOME funding within the period of July 6 to August 5.
• City Council will conduct its public hearing on August 4, 2026, to receive public comments before submitting the Annual Action Plan of funding to HUD for final approval. The public was able to participate in this process starting in April through August 2026.
• The General Fund will be approved by City Council in September and the final public hearing for the Community Support Grant will be conducted on October 5, 2026.
FINANCIAL SUMMARY:
• The city anticipates receiving an allocation of $1,009,609.00 in CDBG and $374,215.62 in HOME funds for the program year and reporting period of October 1, 2026, to September 30, 2027.
• The proposed FY26-27 budget for the CSG program is $405,000.
