RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
• The attached ordinance proposes updates to Airport fees in Appendix A (Schedule of Fees), including:
• Access Cards & Badges (Sec. 30-85): Revised badge fee structure with higher initial, renewal, and lost badge fees; new GA/AOA badge category added.
• Miscellaneous Fees (Sec. 30-86): Increases to numerous service fees, including lavatory cleaning, potable water, crew car usage, equipment rentals, callout fees, facility fees, and aircraft parking fees, with rates updated by aircraft type.
• Transient Hangar Storage (Sec. 30-175): Rate increases proposed for all aircraft categories.
BACKGROUND INFORMATION:
• Sec. 30-85: Restructured badge fee schedule - separating SIDA/Sterile and GA/AOA badge categories, increasing initial issuance fees, adding renewal tiers, and escalating lost/unreturned badge penalties to incentivize badge recovery.
• Sec. 30-86: Updated miscellaneous service rates (lavatory, potable water, crew car, forklift, GPU, A/C cart, etc.) and updated facility fees and overnight parking fees across all aircraft categories to align with current market rates.
Sec. 30-175: Updated transient hangar storage rates for all aircraft types to reflect current market conditions.
FINANCIAL SUMMARY:
• Restructuring badge fees (Sec. 30-85) enables the airport to recover costs associated with security background checks and creates a tiered penalty structure that financially incentivizes badge holders to return credentials upon lease amendment, termination, or separation.
• Updating miscellaneous service fees (Sec. 30-86), and facility fees to current market rates ensures cost recovery for airport-provided services and aligns McKinney National Airport with comparable regional airports and FBOs.
