ITEM SUMMARY:
• This Resolution authorizes a contract with Weir Bros., Inc, for the construction of the Lake Forest Drive from US 380 to Wilmeth Project.
• On November 19, 2009, eight bids were received for this project.
• The lowest responsive bid of $3,387,214.95 was submitted by Weir Bros., Inc.
• References for Weir Bros., Inc. were verified in accordance with the contract documents and specifications.
• The contract documents require this project to be completed in 365 calendar days after issuance of the Notice to Proceed.
BACKGROUND INFORMATION:
• This project is a combination of construction plans prepared by two design consultants as follows:
o Hayden Consultants, Inc. designed the reconstruction of Lake Forest Drive between US 380 and Wilmeth (designated as Bid A in the bid tabulation)
o GSWW, Inc. designed a right turn lane for eastbound traffic on US 380 to turn onto Lake Forest, a right turn lane for northbound traffic to turn onto US 380, and an extension of the existing left turn lane for northbound traffic to turn onto US 380 (designated as Bid B in the bid tabulation).
• The separate projects were combined in order to complete the work at US 380 under a single TxDOT permit.
• Baylor Medical Center construction will be concurrent with Lake Forest Drive and was considered in the construction phasing of this project.
• Eight bids were received for this project. The results are shown on the attached bid tabulation.
• This project addresses the following Core Businesses:
o Provide Essential Utility Services for Daily Living
o Manage Traffic Flow and Road System
SPECIAL CONSIDERATIONS:
• L.H. Lacy Company, Ltd submitted the lowest bid in the amount of $3,255,855.32; however, their bid was disqualified because they were not responsive to the bid specifications.
• In reviewing the proposal by Lacy, three sections of the bid documents were not completed by the bidder so the bid was considered non-responsive.
• Weir Bros., Inc. complied with all requirements of the bid specifications.
FINANCIAL SUMMARY:
• The Resolution authorizes a contract with Weir Bros., Inc. for an amount not to exceed $3,730,000.
• Funding for this project is available in the Capital Improvements Program ST3019.
