RECOMMENDED ACTION:                     

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Ratcliff Constructors, LP of Addison, Texas for the construction of the Gabe Nesbitt Park Softball Expansion (PK 1806) for a total contract amount not to exceed $17,800,000.00.

 

                     City staff worked with Studio Outside, LLC on preparing the construction plans and specifications as needed for project bidding.

 

                     Staff, along with Studio Outside, LLC support, recommends awarding the construction bid to Ratcliff Constructors, LP in an amount of $16,934,859.19 along with a $865,140.81 contingency for a total not to exceed amount of $17,800,000.00.

 

 

BACKGROUND INFORMATION: 

                     The proposed project will include constructing four artificial turf softball fields, an entry plaza, concession and restroom buildings, a pavilion, additional parking, and trail connections.

 

                     The City issued a Request for Competitive Sealed Proposals (25-13CSP) to solicit responses from qualified contractors for the Construction of the Gabe Nesbitt Park Softball Expansion.

o                     494 matching Supplier Notifications

 

                     Out of 494 supplier notifications, four (4) proposals were received and opened by Procurement Services on September 18th, 2025.

 

                     An evaluation committee comprised of city staff reviewed and ranked the respondents based on the following criteria

o                     Proposal Price - 50 points

o                     Offeror’s Narrative Approach - 30 points

o                     Contractor and Subcontractor Qualifications - 20 points

 

                     The evaluation committee recommends awarding a contract to the highest ranked respondent, Ratcliff Constructors, LP.

 

FINANCIAL SUMMARY: 

                     This project (PK1806) is a FY25-26 Capital Improvements Program funded by MCDC, parkland dedication, and bond monies.

 

                     Upon approval of this item, $1,651,418.09 will remain in PK1806.

 

BOARD OR COMMISSION RECOMMENDATION:

                     On October 9, 2025, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract.
