RECOMMENDED CITY COUNCIL ACTION: Approval of Resolution
ITEM SUMMARY:
This resolution authorizes the City Manager to enter into a contract with Circle Wellness, Inc. to provide systems and services for the City’s Employee Wellness Program.
BACKGROUND INFORMATION:
• The Wellness platform is used to track employee participation in the city wellness program, as well as provide educational opportunities related to health and wellness. Vendor will also provide on-site biometric screenings.
• The City issued solicitation 23-27RFP, Employee Wellness Program on April 16, 2023.

o 127 Matching eBid supplier notifications which included three (3) Historically Underutilized Business (HUB) suppliers
• Out of the 127 supplier notifications, eight (8) proposals were received on May 11, 2023 from the following firms:
o Circle Wellness, Inc.
o Asset Health, Inc.
o Telligen
o Health Advocate Solutions, Inc.
o US Wellness
o WellSpark Health
o TriHealth
o Spire Wellness
• Our Benefits Consultant, Holmes Murphy & Associates, was involved in the review of the proposals in an advisory role.
• An evaluation committee comprised of staff from the Human Resources and Procurement Services departments reviewed and scored the responses based on the following criteria:
o 25 points- Financial Cost
o 25 points- Program Design & Sponsor Services
o 25 points- Wellness Tracking Portal, Administration, Wellness Website, & Data Management Services
o 10 points- Company Experience, Qualifications, & References
o 10 points- Implementation
• After compiling the scoring results for all respondents, Circle Wellness Inc. was found to be the highest ranked respondent. The City entered into contract negotiations with Circle Wellness, Inc.
• The resulting negotiated contract includes a fixed rate guarantee for three (3) years with optional one (1) year renewals.
FINANCIAL SUMMARY:
Funding is available in account 015-2116-413-8516 for the annual platform cost anticipated at $51,040 and monthly fees which vary based on new enrollments and manual updates; cost anticipated at $9,000 annually.
On-site screenings funded out of account 015-2116-413-8575. Screening cost anticipated at $30,000 annually.
