ITEM SUMMARY: 

                     The NCTCOG Work Zone Data Exchange 2024 Call for Projects is funded through the Category 7 - Surface Transportation Block Grant Program (STBG). The total approved project budget is $2.5 million that can be awarded to the North Central Texas (NTC) Metropolitan Planning Area.

                     The purpose of this reimbursement grant is for public-sector agencies to work with a preapproved TXShare vendor to feed their work zone data to the 511 DFW/Transportation System Management and Operations (TSMO) data exchange to produce a single, consolidated feed that will be registered with the United States Department of Transportation (USDOT).

                     The city is proposing to submit for a work zone data automation and sharing project using Mixon Hill’s TFM-Transportation Flow Restrictions (TFM-TFR) software application. This project will integrate the city’s vehicle fleet data from the Reveal Fleetmatics by Verizon Connect to automate the activation and expiration of lane closures by using active work zone devices and authorized city fleet vehicles at the job sites within the work zones. A link to a public-facing map of planned and active work zones will also be provided from the City of McKinney’s website.

 

BACKGROUND INFORMATION: 

                     In March of 2022, NTCCOG released a request for proposals (RFP) for Roadway Work Zone Data Reporting Services. The RFP awarded five vendors (Blyncsy, iCone, Mixon Hill, NavJoy and One.Network) to market their product to any public sector entity that is part of the TXShare Program.

                     The city’s submittal is to request funding needed to provide up to 3 years of the work zone data exchange system using Mixon Hill’s TFM-TFR software application.

                     Mixon Hill TFM-TFR application will allow the city to capture work zone and lane closure activities from each department for internal coordination of planned and active projects.

                     The deadline for submitting applications for the NTCCOG Work Zone Data Exchange 2024 Call for Projects is November 15, 2024.

FINANCIAL SUMMARY: 

                     This grant application submittal request is for up to $855,000 to cover the cost to implement Mixon Hill’s TFM-TFR software application to share the city’s planned and active work zone activities for three years, which does not require a local match, if awarded.

                     If awarded, a grant agreement will also be required to be executed at a later date formalizing award for the project.
