ITEM SUMMARY:
• The Resolution authorizes the City Manager to request and implement a grant award to secure funding for the purchase of smart truck camera technology and support a robust education and outreach campaign aimed at promoting the curbside recycling program and reducing contamination rates in the residential recycling stream.
BACKGROUND INFORMATION:
• The Residential Curbside Recycling Grant Program aims to advance recycling in communities across the U.S. by offering financial assistance.
• In February 2024, the City received a $986,000 grant from The Recycling Partnership, Inc. This funding helped offset the purchase cost of approximately 60,000 residential recycling carts as part of the new franchise agreement. The grant also supported public outreach efforts to promote recycling and increase community participation.
• The City will purchase and retain ownership of 11 smart truck cameras designed to detect recycling contamination. These cameras will be installed on Frontier Waste’s residential recycling collection vehicles.
• Funding will allocate $169,000 for first-year purchase and implementation of smart truck camera hardware and software platforms; $76,000 for second-year software platform subscription; and $333,000 for education and outreach to households with high recycling contamination.
• $200,000 in additional funding is available to the City to conduct a capture study to assess pre- and post-implementation recycling capture rates.
