RECOMMENDED ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• The proposed Resolution authorizes the application for and acceptance of, if awarded, a Land and Water Conservation Fund’s (LWCF) Outdoor Recreation Legacy Partnership (ORLP) Program Grant for the Construction of the Old Settler’s Park Improvement Project.
• The project is planned to deliver an all-abilities playground, a multi-tiered splash pad, a large pavilion with restrooms, small pavilions, a skate spot, pickleball, and enhancements to the existing creek.
• The Parks and Recreation Department is requesting grant assistance in the amount of $7,000,000.
• This funding program requires a 50% match from the City.
• Project funding will come from the Old Settler’s Park Renovation Project (PK2041).
• The application submission deadline to Texas Parks & Wildlife for ORLP consideration is October 1, 2026, with an award announcement in May of 2027.
o October 1, 2026 - Application due to TPWD
o May 25, 2026 - Collaboration between Local Park staff and City
o November 1, 2026 - TPWD submits application to National Park Service
o May 1, 2027 - Award Grant announced
BACKGROUND INFORMATION:
• This is a resubmission of the 2025 ORLP grant. The 2025 ORLP grant was put on hold at the federal level and is therefore no longer considered for funding.
• Parkhill is currently under contract with the City for design and construction administration services related to the Old Settler’s Park Improvements Project.
• This project is being designed concurrently with the Virginia Street to Airport Road Engineering CIP project.
FINANCIAL SUMMARY:
• Old Settler’s Park Improvements Project (PK2041) is a FY26-27 Capital Improvements Program project funded by Bonds, MCDC and Parkland Dedication funds.
