RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Grahamson, Inc., for the construction of the Westwood Park Addition Creek Drainage Improvements for a total contract amount not to exceed $131,000.
BACKGROUND INFORMATION:
• HDR Engineering, Inc, prepared the construction plans for this project.
• On Thursday, October 5, 2017, the Purchasing Department received and opened four (4) bids for the project. The following is a summary of the bids:

• Grahamson, Inc., submitted the low bid in the amount of $114,311.44.
• Grahamson, Inc., submitted references and qualifications that were verified in accordance with the bid specifications. Their initial submittal did not show the required minimum of three years of similar project experience. However, additional information was provided to verify the required work experience on similar drainage projects as allowed in the bid documents. Also, phone calls were made to previous clients to verify successful completion of past projects. Based on the additional information and the phone references, Grahamson, Inc., was deemed to be qualified to successfully perform the work.
• The contract documents require that all work for this project be completed within 120 calendar days after issuance of the Notice to Proceed, which is anticipated in November 2017. Construction is therefore anticipated to be complete in March 2018.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Grahamson, Inc., for an amount not to exceed $131,000.
• Funds are available in the Professional Services portion (006-4505-503-8516) of the Surface Water Drainage Budget.
