RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

ITEM SUMMARY: 

                     The recommended contractor, Muckleroy & Falls, has submitted a proposal to provide design/build services for the preconstruction phase of the Redbud Pump Station Storage and Workshop Building Project in the amount of $487,371.

                     This Resolution authorizes the City Manager to execute a Design/Build Agreement with HM & MF, LTD dba Muckleroy & Falls to provide design / build services in conjunction with the pre-construction phase of the Redbud Pump Station Storage and Workshop Building Project (WA2606) located at 3601 Redbud Blvd, McKinney, Texas 75069 in an amount not to exceed $537,371 which includes a contingency of $50,000.

BACKGROUND INFORMATION: 

                     The City issued Request for Qualifications 25-62RFQ for Design Build Services for the Redbud Pump Station Storage & Workshop Building on August 1, 2025.

o                     Advertised in McKinney Courier Gazette and Celina Record

o                     Posted on McKinney TV

o                     908 matching Bonfire supplier notifications which included one (1) Historically Underutilized Business (HUB) suppliers

                     Out of the 908 matching supplier notifications, five (8) qualification statements were received and opened by Procurement Services on August 21, 2025

o                     Strand Systems Engineering, Inc.

 

                     An evaluation team comprised of City staff reviewed and ranked the proposals on the following criteria:

o                     40 Points - Firm and Individual Qualifications

o                     30 Points - Capability and Capacity to Perform Work

o                     20 Points - References

o                     10 Points - Proposed Project Schedule

                     The evaluation team recommends awarding a contract to the highest ranked respondent, Muckleroy & Falls Construction Company. 

FINANCIAL SUMMARY: 

                     The Resolution authorizes the City Manager to execute a Professional Design-Build Agreement for preconstruction services for the RBPS project, with HM & MF, LTD. dba Muckleroy & Falls for an amount not to exceed $537,371 which includes an owner’s contingency amount of $50,000.

                     Future agenda items will be presented for consideration for establishment of the Guarantee Maximum Price (GMP) in an amendment to this contract for full construction services.

                     With approval of this agenda item and the companion budget amendment agenda item for the Redbud Pump Station Storage and Workshop Building, the remaining balance on the project (WA2606) will be $4,462,629.
