RECOMMENDED ACTION:                     

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with A & C Construction, Inc. of Irving, Texas for the construction of the Wilson Creek Greens Trail Project (PK1827) for a total contract amount not to exceed $1,130,000.00.

 

                     City staff worked with LJA Engineering, Inc. on preparing the construction plans and specifications as needed for project bidding.

 

                     Staff, along with LJA Engineering, Inc. support, recommends awarding the construction bid to A & C Construction, Inc. in an amount of $1,069,970.00 along with a $60,030.00 contingency for a total not to exceed amount of $1,130,0000.00

 

BACKGROUND INFORMATION: 

                     This proposed trail project will connect the existing Wilson Creek trailhead on the north side of Eldorado Parkway to McKinney Greens parkland.  This is a critical connection that will provide a continuous pedestrian connection from this park all the way to our parkland near Lake Forest Drive.

                     The proposed project will provide connectivity between Towne Lake and the McKinney Greens parkland and include amenities such as:

o                     Trail improvements

o                     Bridge crossings

o                     Trail overlook

o                     Site furnishings

 

                     The City issued Invitation to Bid 24-22CSP, Construction of Wilson Creek Greens Trail on March 31, 2024.

o                     Advertised in McKinney Courier Gazette

o                     Posted on McKinney TV

o                     1223 matching eBid Supplier Notifications

o                     58 Historically Underutilized Business (HUB) Vendors were notified.

 

                     In response to all notices published, nine (9) bids were received on April 25, 2024, from:

o                     A & C Construction Inc.

o                     AT Construction

o                     HQS Construction, LLC

o                     ALCC, LLC dba Perfect Finish Landscaping

o                     Ratliff Hardscape, Ltd

o                     T.F. Harper & Associates, LP

o                     The Fain Group, Inc

o                     Dustin M. Wall dba Wall Contractors, LLC

o                     Waterfalls Construction LLC

 

                     Submissions were evaluated on the following criteria:

o                     25 Points - Capability to Perform Work

o                     35 Points - Contractor and Subcontractor Qualifications

o                     40 Proposal Price

 

                     Upon approval, construction should begin in June 2024 with a 240-day contract schedule.

 

FINANCIAL SUMMARY: 

                     This project (PK1827) is a FY23-24 Capital Improvements Program funded by MCDC funds and grant monies.

 

                     Upon approval of this item, $3,683.681.00 will remain in PK1827

 

                     In 2019, this project was awarded a $396,000 matching grant from the Collin County Open Space program.

 

BOARD OR COMMISSION RECOMMENDATION:

                     On May 9, 2024, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract.
