ITEM SUMMARY:
• On May 22, 2025, MCDC awarded a project grant (4B25-10) in an amount of $500,000 to Direction 61:3 for infrastructure and public access areas located at The Farm, a Future Community of Transitional Living Homes for young adults who have aged out of foster care.
• The project timeline has been affected by several unexpected delays including the realignment of CR168 which has impacted efforts to obtain easement rights to a neighboring property and an emergency flooding at the farmhouse requiring immediate reconstruction.
• The current agreement dictates a term deadline of June 30, 2026, and Direction 61:3 is requesting an extension to July 30, 2028.
• The current agreement also requires the grant recipient to complete the annexation process and annex into the City of McKinney, Texas, by December 31, 2025. Delays to annexation application process are due to County plans for roadway infrastructure on and near the property and to civil engineering work necessary related to a property easement.
• Civil plans are complete and easement concerns have been addressed, and Direction 61:3 is requesting an extension to annexation completion to December 31, 2026.
BACKGROUND INFORMATION:
• Direction 61:3 is a 501(c)(3) organization established in 2015 to provide support for young adults aging out of foster care.
• Aged-out youth are at high risk of challenges including homelessness, unemployment, incarceration, unplanned pregnancies and substance abuse.
• Direction 61:3 provides support and stability through housing, education and emotional support.
FINANCIAL SUMMARY:
• This extension request does not impact the funding amount of $500,000 already allocated.
• The request is eligible for MCDC consideration under Section 505.152 of the Texas Local Government Code.
