RECOMMEND CITY COUNCIL ACTION: 

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     This resolution authorizes a supplemental agreement with Parkhill, Smith & Cooper, Inc. (Parkhill) to provide additional professional architectural and engineering services for the design of the Old Settler’s Park Improvements Project (PK2041), for an increase in the not to exceed from $890,000 to a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $1,120,000.

 

BACKGROUND INFORMATION: 

                     Parkhill is currently under contract with the City for design and construction administration services related to the Old Settler’s Park Improvements Project. The current scope from the 2020 Old Settler’s Master Plan includes the hardened edges along the creek, expanded play area, splashpad, adult fitness area, parking, pavilions, and other amenities.

                     As the project design has progressed, we have identified the need for additional services. These include an environmental survey mandated by the Waters of the United States (WOUS) for the drainage channel, additional topographic surveying and design related to the addition of a skatespot and covered pickleball courts .

                     Parkhill submitted a proposal for $224,720 for these additional services ($1,120,000 aggregate contract total), which has been reviewed by staff and exceeds the previously authorized not to exceed amount of $890,000.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a supplemental agreement with Parkhill for an increase in the not to exceed contract amount from $890,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $1,120,000.

 

                     Old Settler’s Park Improvements Project (PK2041) is a FY24-25 Capital Improvements Program project funded by Bonds, MCDC and Parkland Dedication funds. 

 

                     With the approval of this item, $9,273,672.03 will remain in PK2041.

 

BOARD OR COMMISSION RECOMMENDATION:

                     On September 14, 2023, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the design contract.
