RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution authorizing the City Manager to execute an Interlocal Agreement with the Department of Public Safety of the State of Texas.
ITEM SUMMARY:
• This Interlocal Agreement with the Department of Public Safety of the State of Texas (“DPS”) provides for the design and construction by the City of McKinney (“City”) of a public safety aviation facility at McKinney National Airport for use by the DPS identified as McKinney National Airport Project AI2459, Texas Department of Public Safety Facility.
BACKGROUND INFORMATION:
• On August 1, 2023, the City Council approved an agreement the Texas Department of Transportation (“TxDOT”) for McKinney National Airport Project AI2459, Texas Department of Public Safety Facility.
• TxDOT and the City of McKinney entered into a Grant Agreement, dated October 12, 2023, identified as a “State Assisted Airport Development Grant” (the “TxDOT Grant”), through which TxDOT granted Five Million Dollars ($5,000,000) (the “Grant Funds”) to City as the “Sponsor” for the design and construction of a public safety aviation facility at McKinney National Airport for use by the DPS.
• The City of McKiney committed to contribute a “Local Match” in the amount of Five Hundred Fifty-Five Thousand Dollars ($555,000) in City funds to receive the TxDOT Grant.
• DPS is actively participating with the City in the planning and design of the public safety aviation facility at McKinney National Airport.
• DPS has proposed that the public safety aviation facility be constructed in two or more phases as additional funding becomes available to enable DPS to have a new facility that includes an approximately 12,000 square foot hangar and support offices that will address the needs for Region 1 for the foreseeable future.
• This lnterlocal Cooperation Agreement establishes the process through which the public safety aviation facility will be designed and constructed in phases as funds in excess of the current TxDOT Grant and Local Match become available for use by DPS.
• The public safety aviation facility that is the subject of this Interlocal Cooperation Agreement will be owned by the City of McKinney and leased from the City by DPS.
FINANCIAL SUMMARY:
• The funding for the Phase 1 Improvements are currently available from the TxDOT Grant and the Local Match plus an additional payment by DPS of up to $755,000 (the “DPS Payment”) to address the current projected shortage of funding to design and construct the Phase 1 Improvements.
• The total AI2459 project estimate is $10.6M of which $5M of additional funding is still to be determined.
