RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $804,528, as well as all required supplemental agreements thereto, with Halff Associates, Inc. for professional consulting engineering services for the Silverado Trail Lanes 3 & 4 Project (CIP Project ST2013), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $900,000.

 

BACKGROUND INFORMATION:

                     The FY24-28 Capital Improvement Program (CIP) includes funding for  the design and construction of Silverado Trail Lanes 3 & 4 between Kenley Drive and Burnett Drive.

                     This project will include the construction of approximately 570 linear feet of the westbound lanes of Silverado Trail from Kenley Drive to Burnett Drive, including an approximately 180 foot-long bridge over Rowlett Creek.

                     The bridge over Rowlett Creek will include sidewalk and a connection to the hike and bike trail underpass beneath the bridge.

                     There is an existing NTMWD 30” sanitary sewer line which will be relocated with this project to allow for the bridge construction. An interlocal agreement with NTMWD will be brought to a future City Council meeting.

                     Halff Associates, Inc. submitted a response to 21-41RFQ for On-Call Roadway Design Services. They were one of eleven (11) firms shortlisted by City Council on September 7, 2021.

                     Halff Associates, Inc. submitted a proposal for this project in the amount of $804,528 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Project Management/Coordination, Preliminary Engineering, Final Design, Flood Study, Bid Phase Services)

o                     Special Services (Construction Administration, Surveying for Design, Franchise Utility Coordination, SUE Services, ROW/Easement Documents, Geotechnical Investigation, Public Involvement, Environmental Investigations, and LOMR Preparation)

                     The preliminary opinion of probable construction cost is $3,570,281.

                     The fee for basic services is $524,178 (14.7% of the engineer’s opinion of probable cost of construction) and the fee for special services is $280,350 (7.9% of the engineer’s opinion of probable cost of construction).

                     Design of this project is anticipated to take approximately 15 months to complete with construction estimated to begin in late 2025.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Halff Associates, Inc. for an amount not to exceed $900,000.

                     Funding for this contract is included in the Capital Improvements Program (ST2013).

                     With the approval of this item, $100,000 will remain in ST2013.
