ITEM SUMMARY:

This is the first preparation meeting/training for the 2026-2027 Consolidated Grants process.

Staff will provide CGAC Commissioners training on the ZoomGrants portal, feedback protocols, and discuss the timeline for the grants process extending from February to June 2026.

Commissioners will deliberate in June and provide funding recommendations to City Council. The City Council will not approve the city budget until September. The program year begins October 1, 2026.

BACKGROUND INFORMATION:

The Consolidated Grants Process includes grant awards for both the Community Development Block Grant (CDBG) and Community Support Grant (CSG)

Each year the Community Grants Advisory Commission (CGAC) reviews grant applications, conducts public hearings, and provides funding recommendations to City Council.

The 2026-2027 program year will start with public information meetings held on February 27 and March 3, 2026 for interested applicants. Public hearings will be conducted between April - May 2026 for programs applying for CDBG, CSG, HOME partnerships program funds, and the new transit grant.

Recent updates to the CSG program include the addition of Warming/Cooling Stations, Capacity Building, Community Economic Development, and other categories.

It is estimated that approximately 40-50 organizations will apply for funding.

Staff will update members on the planning calendar and potential changes to the process.

FINANCIAL SUMMARY:

For FY25-26, $20,000 was allocated to the Transit Homeless Response Fund and $75,000 was allocated to Volunteer McKinney. The CSG was allocated a budget of $330,000.

o                     For FY26-27, the $20,000 allocated to the Transit Homeless Response Fund will now be dispersed through a new competitive transit grant process.

o                     For FY26-27, the $75,000 previously allocated to Volunteer McKinney will be moved into the CSG to provide a competitive process.

Funding recommendations of the CGAC are contingent upon budget availability and the approval of the City Council.
