RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Acadia Services, LLC, for the Construction of the Rutherford East, Rutherford West, Sloan Creek, and Creek Hollow improvements and the Erwin Farms and Virginia Hill Lift Station Abandonments (CIP Projects WW2431, WW2432, WW2433, WW2434, WW2435 and WW2436) for a total contract amount not to exceed $7,946,000.
BACKGROUND INFORMATION:
• City of McKinney has identified 2 lift stations needing to be abandoned and 4 lift stations needing improvements. The names of the lift stations, project number and locations are as follows:
o Lift Station to be Improved - Rutherford East Lift Station (CIP Project WW2431): 9311 W University Dr, McKinney, TX 75071
o Lift Station to be Improved - Rutherford West Lift Station (CIP Project WW2432): 10365 W University Dr, McKinney, TX 75071
o Lift Station to be Abandoned - Virginia Hills (CIP Project WW2433): 1397 Monticello Drive, McKinney TX 75071
o Lift Station to be Improved - Creek Hollow (CIP Project WW2434): 2405 Avalon Creek Way
o Lift Station to be Abandoned - Erwin Farms (CIP Project WW2435): 3031 Erwin Farms Blvd, McKinney TX 75071
o Lift Station to be Improved - Sloan Creek CIP Project WW2436): 4440 State Hwy 121 S McKinney TX 75070
• Freese and Nichols, Inc prepared construction plans for Creek Hollow and Sloan Creek Lift Station Improvements and Virginia Hills and Erwin Farms Lift Station Abandonments (WW2433, WW2434, WW2435 and WW2436) and Birkhoff, Hendricks and Carter, LLP prepared construction plans for Rutherford East and West Lift Station Improvements (WW2431 and WW2432).
• Two (2) competitive sealed proposals were received and opened by Procurement Services on Thursday, May 28, 2026.
• The Competitive Sealed Proposal (CSP) evaluation process was selected to offer the City the opportunity to evaluate the best overall value of potential contractors due to the complexity of the project.
• An evaluation team comprised of three City employees reviewed the proposal based on the following criteria:
o Maximum 30 Points: Offeror’s Narrative Approach to Construction
o Maximum 30 Points: Contractor and Subcontractor Qualifications
o Maximum 40 Points: Proposal Price

• Acadia Services, LLC. submitted the recommended proposal in the amount of $7,224,245.
• Acadia Services, LLC submitted references and qualifications that were verified with Freese and Nichols, Inc and Birkhoff, Hendricks and Carter, LLP.
• Acadia Services, LLC approach to construction provided a descriptive method to work on these projects.
• Acadia Services, LLC has completed similar projects in various Texas cities.
• The contract documents require that this project be substantially completed within 600 calendar days after the issuance of the Notice to Proceed, which is expected to be issued in August 2026. Construction is expected to be complete by May 2028.
• Staff recommend awarding Acadia Services, LLC the construction contract for Rutherford East, Rutherford West, Sloan Creek, and Creek Hollow improvements and the Erwin Farms and Virginia Hill Lift Station Abandonments projects.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Acadia Services, LLC. for an amount not to exceed $7,946,000.
• With the approval of this item, the following projects will have a zero balance:

o WW2433
o WW2434
o WW2435
o WW2436
