RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• McKinney National Airport is requesting to amend Resolution No. 2026-07-122 (R), which was passed and approved by City Council on July 21, 2026, because the Federal Aviation Administration (FAA) intends to increase the amount of discretionary grant funding to be awarded to the city under the Fiscal Year 2026 Airport Improvement Program from $2,736,000 to an amount not to exceed $5,087,250 to add site preparation and earthwork, such as excavating and grading, to the scope of work for the Taxiway C Extension Project. These site preparation activities will prepare the site for Phase II construction. The original scope of work included only planning and design services for Phases II and III of the Taxiway C Extension Project.
• The amount of the required local match will now be an amount not to exceed $276,750, or 5% of the total budget, which is not to exceed $5,355,000.
BACKGROUND INFORMATION:
• On July 21, 2026, City Council passed and approved Resolution No. 2026-07-122 (R), which authorized the submittal of a grant application to the Federal Aviation Administration under the Fiscal Year 2026 Airport Improvement Program for discretionary grant funding in the amount of $2,736,000 with up to a $304,000 required local match for a total budget of $3,040,000 for professional planning and design services for Phases II and III of the Taxiway C Extension Project.
• Since then, McKinney National Airport was notified that FAA intends to increase the grant award and add site preparation for Phase II construction to the scope of work. Therefore, an amended resolution is being presented to City Council for the authorization to accept the new funding amount and amendment to the scope of work.
• The FAA considers the Taxiway C Extension Project (AI2721 & AI2722) to be an important safety component to the commercial infrastructure on the east side of the airfield.
FINANCIAL SUMMARY:
• Requesting approval to apply for up to $5,087,250 in grant funds and, if awarded, provide the required 5% local match of up to $276,750 for a total project budget not to exceed $5,355,000.
• These additional funds would be included as a new project in the FY2027-2031 Capital Improvement Program for the Airport Construction Fund under AI2721.
• Funds in Project AI2721 are for planning and design of Phases II and III and Phase II construction. Funds in Project AI2722 are for Phase III construction.
