RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• The Airport has reached agreements with users of the new terminal for the following improvements:
o Construction of an approximately 4,000-square-foot support building for airline tenants (estimated construction cost of $1.5M to $1.7M).
o Construction of office space within the airport terminal for airline tenants (estimated construction cost of $50,000).
o Construction of the concession area within the airport terminal (estimated construction cost of $1M).
• The additional improvements are the result of operational requirements and agreements with the airline / terminal users that were finalized after the original terminal design scope was established.
• The additional improvements require building systems commissioning (Cx) services to verify that applicable building systems are installed, tested, and operating in accordance with the project requirements.
• Matador Engineering Inc., the Building Systems Commissioning (Cx) consultant for the McKinney National Airport Commercial Terminal Project, submitted a proposal in the amount of Thirteen Thousand, Seven Hundred and No/100 Dollars ($13,700) to provide additional commissioning services associated with these improvements.
• This Resolution authorizes the City Manager to execute an amendment to the Professional Services Agreement with Matador Engineering Inc. for additional Building Systems Commissioning (Cx) services related to the McKinney National Airport Commercial Terminal Project (AI2250) for an amount not to exceed (NTE) $15,070, which includes an owner’s contingency of $1,370.
• The additional commissioning services will be performed in coordination with the design and construction schedule for the additional terminal improvements.
BACKGROUND INFORMATION:
• Matador Engineering Inc. provides building systems commissioning services, with its engineers having more than 25 years of experience specializing in building systems commissioning.
• Matador Engineering Inc. is currently providing Building Systems Commissioning (Cx) services for the McKinney National Airport Commercial Terminal Project and has performed satisfactorily.
• The City of McKinney has utilized Matador Engineering Inc. on multiple City projects, and the firm is currently providing services on several additional City projects.
• Continuing with Matador Engineering Inc. for the additional improvements provides continuity with the ongoing terminal project and allows the additional commissioning work to be efficiently coordinated with the overall project while maintaining consistency in the commissioning, testing, documentation, and verification of applicable building systems.
FINANCIAL SUMMARY:
• The Resolution authorizes an amendment to the Professional Services Agreement with Matador Engineering Inc. for additional Building Systems Commissioning (Cx) services for an amount not to exceed $15,070, which includes an owner’s contingency of $1,370.
• If approved, the addition of $15,070 for the additional commissioning services will increase the contract with Matador Engineering Inc. to $ $74,450 plus the total owner’s contingency to $7,370.
• Upon approval of this item and three companion agenda items, including amendments to the Architectural/Engineering (A/E) Services Agreement, Construction Materials Testing (CMT) Agreement, and professional Owner’s Representative Agreement, $869,540 will remain available within Project AI2250. No additional appropriation is requested with this item.
• Based on the current combined construction cost estimate of $2.55M to $2.75M, sufficient funding for construction of these additional improvements is anticipated to be available within the contingency funds included in the Swinerton construction contract.
