ITEM SUMMARY:
• Dr. Muriel Marshall, D.O. currently serves as the City of McKinney’s appointed Local Health Authority. The City of McKinney would like to reappoint Dr. Marshall for another term. The City would also like to newly appoint Dr. Arifa Nishat, M.D. as Local Health Authority to provide redundancy and coverage for this position.
• Per the Department of State Health Services, a health authority serves for a term of two years.
• Dr. Muriel Marshall and Dr. Arifa Nishat both serve as the Health Authority for Collin County.
• Dr. Muriel Marshall, D.O. is board certified in Public Health and Preventive Medicine and Family Practice.
• Dr. Arifa Nishat, M.D. is board certified in Family medicine.
• The term of the appointments will be for two years ending June 17, 2019.
BACKGROUND INFORMATION:
Appointment
• In accordance with Texas Health and Safety Code, Chapter 121.021, a Local Health Authority is a physician appointed to administer state and local laws relating to public health within the appointing body’s jurisdiction.
Duties
• Under Section 121.024, a health authority is a state officer when performing duties prescribed by state law. A health authority shall perform each duty that is (1) necessary to implement and enforce a law to protect the public health; or (2) prescribed by the board.
• Duties of a health authority include (1) establishing, maintaining, and enforcing quarantine in the health authority’s jurisdiction; (2) aiding the board in relation to local quarantine, inspection, disease prevention and suppression, birth and death statistics, and general sanitation in the health authority’s jurisdiction.
Dr. Muriel Marshall
• Dr. Marshall received her Bachelor’s Degree in Biology from Taylor University and a Doctor of Osteopathic Medicine Degree from Michigan State University. She completed a rotating internship in Toledo, Ohio and a residency in Public Health and Preventive Medicine at the University of Oregon Health Sciences Center in Portland, Oregon. Dr. Marshall then received a Master’s in Public Health and Tropical Medicine (MPH & TM) and a Doctorate in Public Health (DrPH) in the area of International Health from Tulane University School of Public Health and Tropical Medicine in New Orleans, Louisiana.
• Dr. Marshall has spent several years practicing overseas. She returned to the United States in 1993 and joined the faculty at the University of North Texas Health Science Center as Associate Professor in the Department of Social and Behavioral Sciences in the School of Public Health and the Department of Family Medicine at the Texas College of Osteopathic Medicine.
• After returning to the United States, she also served for 14 years with the Texas National Guard as Colonel and Chief of Aeromedical Services. In that role, she successfully completed the United States Air Force Flight Surgeon Training, Air Command Staff College Distance Learning Program, and Air War College Distance Learning Program at Air University, Maxwell Air Force Base, Alabama.
• In January 2003, she joined the Collin County Health Care Services team as the department’s Medical Director.
Dr. Arifa Nishat
• Dr. Nishat obtained her undergraduate coursework and M.B.B.S degree in Pakistan. After moving to the U.S., she completed the required licensing and certification exams fulfilling her residency at a medical center in Louisiana.
• Dr. Nishat has been board certified in Family Medicine since 2009 and gained valuable experience through her tenure at a Federally Qualified Health Center in Dallas.
• Dr. Nishat is a dedicated practicing physician, who was hired by Collin County in 2016 to support various public health and employee clinics and also serve as a Local Health Authority, establishing control measures to reduce the spread of infectious diseases in our communities.
