RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This item authorizes the application for and acceptance of, if awarded, a Collin County Parks and Open Space Funding Assistance Program grant for the Rowlett Creek Trail project and other related improvements.

 

                     The application submission deadline to Collin County is July 1, 2025, with an award announcement in October of this year.

 

                     This project will include two new trail sections at the north and south ends of Rowlett Creek Park, which will connect this park to the City’s overall trail system. 

 

o                     Both trail sections are now possible due to land acquisitions through parkland dedication from adjacent developments. Both will be located upon City park properties, which are now an extension of Rowlett Creek Park.

 

                     The proposed improvements include 12’ wide concrete trails, a pedestrian bridge, site furnishings, and renovations to the playground and pavilion within Rowlett Creek Park.

 

 

BACKGROUND INFORMATION: 

                     Upon award, the project is ready to begin design utilizing a landscape architect from the City’s approved vendor list.

 

                     The Trails Master Plan identifies both trail connections as catalyst trail projects.

 

                     Additionally, these trail connections are designated as a regional trail within the Collin County Regional Master Plan.

 

FINANCIAL SUMMARY: 

                     The Parks and Recreation Department is requesting assistance in an amount up to $300,000.

 

                     This funding program requires a 50% match from the City, which is due upon award notification this October.

 

o                     There is $794,539 programmed in the current budget between two CIP projects, PK2508 and PK2505. 

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Board unanimously approved this item at the May 8th meeting.
