RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $303,232.00 as well as all required supplemental agreements thereto, with Lockwood, Andrews & Newnam, Inc. for professional consulting engineering services for the White Avenue Sidewalk Accessibility Improvements (Redbud Boulevard to Tennessee Street) Project (ST2304), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $350,000.00.
BACKGROUND INFORMATION:
• The FY24-28 Capital Improvement Program (CIP) includes funding for comprehensive sidewalk improvements along White Avenue between Redbud Boulevard and North Tennessee Street.
• Infrastructure improvements to the street paving, waterline and sanitary sewer line were completed in 2022 with CIP project CO2137.
• Lockwood, Andrews & Newnam, Inc submitted a response to 24-46RFQ for On-call Roadway Design Services and was one of fourteen (14) firms shortlisted by City Council on September 17, 2024.
• Lockwood, Andrews & Newnam, Inc submitted a proposal for this project in the amount of $303,232.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:
o Basic Services (Final Design Phase Services)
o Bid Phase Services
o Special Services (Franchise Utility Coordination, Construction Administration and Right of Way & Easement Documents)
• Design will incorporate pedestrian walkways/ADA accessibility, reconstruction of driveways, grading, and other associated sidewalk elements.
• The fee for basic services is $198,942.00 and the fee for special services is $104,290.00.
• Pending approval of this item, design would begin immediately.
FINANCIAL SUMMARY:
• The Resolution authorizes a design contract and any necessary supplemental agreements with Lockwood, Andrews & Newnam, Inc for Sidewalk and Accessibility Improvements for an amount not to exceed $350,000.00.
• With the approval of this item, $1,160,000.00 will remain in ST2304.
• Additional funding for construction is anticipated to be issued through Street General Obligation Debts in FY24.
