RECOMMENDED CITY COUNCIL ACTION: Approval of the Resolution authorizing the City Manager to execute the First Amendment and Exercise of the Option Term of two Interlocal Agreements with DART
ITEM SUMMARY:
• On May 21, 2024, the City Council authorized the City Manager to seek an extension of the Interlocal Cooperation Agreement (“ILA”) between Dallas Area Rapid Transit Mobility Service Local Government Corporation (“DART”) and the City for an additional one-year term to provide transit operations on behalf of the McKinney Urban Transit District (“MUTD”). The ILA for transit operations is interconnected with the Interlocal Cooperation Agreement for "GoPass®," Subscription and License (the “GoPass ILA”).
BACKGROUND INFORMATION:
• On November 15, 2021, the Council, on behalf of the MUTD, entered into an ILA with DART to provide microtransit services in the McKinney Urbanized Area.
• On May 21, 2024, the Council authorized the City Manager to seek an extension of the ILA with DART.
• DART made a number of changes to the original ILA removing City-owned equipment from DART’s use, increasing rider fares, and increasing the fees regarding the provision of transit services.
• DART also made a number of changes to the original GoPass ILA because there was a change in DART’s vendors.
• Legal counsel and staff for the City and DART worked together to minimize the number of changes made to the two ILA’s and the two attached ILA’s are the result of those efforts.
