RECOMMENDED COMMISSION ACTION:
• Approve the resolution for the Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) program Annual Action Plan.
ITEM SUMMARY:
• The McKinney City Council will conduct a public hearing for federal funding recommendations, programs and activities under the CDBG and HOME Investment Partnerships program.
BACKGROUND INFORMATION:
• The City of Mckinney receives funding from the U.S. Department of Housing and Urban Development (HUD) for Housing and Community Development activities through the CDBG and HOME programs. The 5-year Consolidated Plan is a planning document for the city. The 2025-2029 Consolidated Plan helps identify housing and community development needs and market conditions to make data-driven investment decisions. For each program year, the city develops a draft Annual Action Plan, which identifies the eligible projects and activities that will be funded, to implement the goals and priorities of the approved Consolidated Plan.
• City Council will conduct a public hearing on August 4 for the draft plan. The city anticipates receiving the exact allocations following a notice from HUD for the program year, October 1, 2026, to September 30, 2027. The grant outcomes must benefit principally McKinney low-to-moderate income persons or households toward creating viable living environments, providing decent housing, and expanding economic opportunities.
• The Community Grants Advisory Commission (CGAC) conducted the review process and public hearings for the city-administered and agency-administered programs. The FY 2026-2027 Consolidated Grants application process included programs and activities with federal funding under the CDBG, and HOME programs; city-administered programs through the Housing and Community Development Department and local community grants leveraged to improve McKinney quality of life. The annual application process began February 2026. Interested applicants were invited to attend two non-mandatory information sessions to learn how to apply for funding. Applicants had access to technical assistance for guidance and resources through April 2, 2026. The submittal deadline was April 3.
• The CGAC engaged the stakeholders through public hearings on April 30 and May 21; and conducted a meeting on June 15 to deliberate on funding recommendations for City Council consideration. The public was informed of CGAC meetings through notices, the city’s website, city’s newsletters, and other mailings. Citizens may continue to provide public comments for CDBG and HOME funding through August 22. City Council will conduct a public hearing on August 4. HUD will review the plan and determine final approval.
FINANCIAL SUMMARY:
• The city anticipates receiving an allocation of $1,009,609.00 in CDBG, for housing rehabilitation, grant administration and a maximum of 15% may be used for public services of $151,441.35. HUD will provide an allocation of $374,215.62 in HOME funds for the program year to be used for the Tenant Based Rental Assistance program. The reporting period will begin on October 1, 2026, and end on September 30, 2027. Eligible funds approved in previous grant years will be reallocated for use in this year, as available, for eligible housing and community development activities.
• Federal funding is included within the city’s full budget for FY 2026-2027. City Council will conduct two public hearings in September 2026 to approve all general and federal funding for use.
