RECOMMENDED CITY COUNCIL ACTION:                     Staff recommends approval of the proposal for smoke testing of the sewer system.

 

ITEM SUMMARY: 

 

                     Execute a contract with RJN to perform smoke testing in sanitary sewers to identify inflow and infiltration.

 

                     The purpose of this testing is to identify deficiencies in the system that require repair and contribute to inflow and infiltration (I&I) into the wastewater system.

 

                     The project administration will require public relations and notifications for the performance of the smoke testing, data management, defect analysis and reporting.

 

                     Following the testing, RJN will provide detailed reports of their findings for further evaluation and action.

 

BACKGROUND INFORMATION: 

 

                     RJN, established in 1975, is a professional engineering consulting firm focused on providing innovative engineering solutions and field services. With more than 90% of their clients being municipalities and public utilities, and over 85% of their work focused on sewer collection systems.

 

                     In the past 49 years, RJN has completed over 2,000 sewer programs and evaluated 291 million feet of pipeline, resulting in nearly $400 million in construction improvement projects across the country.

 

                     RJN has successfully performed these services for McKinney in the past.

 

                     RJN submitted a response to 24-47RFQ for on-call utility professional services. RJN was one of 16 firms shortlisted by City Council on September 17, 2024.

                     Funding for consulting services is available in account 003-8305-503-8516 for FY25.
