RECOMMEND CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes an amendment to the existing CMAR services contract with Spaw Glass to provide construction services for ice breakers to be installed on the north and south roofline and cane detection curbs to be installed along the interior walls of the Indoor Tennis Facility.
• This Resolution establishes a new Guaranteed Maximum Price of $11,012,512.00.
• This Resolution authorizes the City Manager to execute a contract amendment with Spaw Glass Contractors, Inc., the Construction Manager at Risk for the Indoor Tennis Facility Project located within Gabe Nesbitt Community Park.
BACKGROUND INFORMATION:
• During the February 2023 ice storm, the exterior canopies collapsed when very large sheets of ice slid rapidly off the roof and onto partially constructed canopies. The original design for the fabric structure did not include any kind of roof edge treatment (e.g. ice breakers) to break up potential ice slides. The design team reported that their initial decision not to have ice breakers on the original design came as a result of conversations with Legacy Systems, the fabric structure designer and manufacturer, and the fact that none of Legacy’s similar facilities in the DFW area are equipped with ice breakers.
• The project team has since re-evaluated the added benefit of the installation of ice breakers to mitigate potential damage caused by ice slides during severe winter weather in the future; those added scope costs are the basis for this agenda item.
• At the same time, a peer review was performed on the original canopy design and suggestions for a better performing structural canopy are being incorporated with those more reinforced details at no additional costs to the City.
• The original design of the fabric structure did not include a cane detection curb in the interior of the fabric structure. The TDLR plan review report identified the need for cane detection along the north and south interior walls to meet the accessibility standards to ensure compliance with the Texas Accessibility Standards.
• Spaw Glass has submitted a proposal to provide additional CMAR services for the amount of $85,582.00 for the installation of ice breakers and cane detection at the Indoor Tennis Facility.
• With City Council approval, Spaw Glass will be notified and will begin work immediately upon approval.
FINANCIAL SUMMARY:
• The Resolution authorizes the City Manager to execute an amendment to the existing CMAR services contract, including potential changes to the scope of services, with Spaw Glass for an additional amount of $85,582.00 plus $10,000 contingency.
• Upon approval of this item for the Indoor Tennis Facility project, $158,851.98 will remain in Project PK2042.
