APPROVAL PROCESS: The recommendation of the Planning and Zoning Commission will be forwarded to the City Council for final action at the October 20th, 2026 meeting.
RECOMMENDED ACTION: Staff recommends approval of the proposed specific use permit request with the following special ordinance provision(s):
1. The property shall generally develop in accordance with the attached specific use permit exhibit and all applicable development requirements of the city.
ITEM SUMMARY: The applicant is proposing a specific use permit to allow Minor Vehicle Repair (Integrity 1st Auto Repair), located on the East Side of Coit Road and approximately 650 Feet South of Virginia Parkway.
The zoning for the subject property (“C2” - Local Commercial) requires that a specific use permit be granted in order for a Vehicle Repair, Minor to be operated on the subject property.

SPECIFIC USE PERMITS: When acting on a request for a specific use permit, the following factors should be considered:
• Compatibility with adjacent and neighboring land uses in the immediate area
• Adaptability of building structures to the proposed use
• Infrastructure requirements: roads, sidewalks, access to public streets, parking, and drainage
• Elements such as screening, open space, building heights, and compatibility of existing buildings to the proposed use
Staff has evaluated the request based on the above mentioned parameters and feels that the site is appropriate for the proposed use and is compatible with existing land uses of the adjacent properties.
The applicant is proposing to develop a Minor Vehicle Repair for Integrity 1st Automotive. The site is located along a major arterial (Coit Road) and within an area that is primarily developing with commercial uses. The surrounding area consists primarily of commercial development, with retail and restaurant uses to the north and office uses to the east. The proposed Minor Vehicle Repair is consistent with the commercial character of the developing corridor and would provide an auto service use for the area.
To minimize any adverse impacts to the multi-family development to the south, the applicant has increased their landscape buffer from 10’ to 40’ to provide an extra buffer of protection, in addition to the existing masonry screening wall. Additionally, they are proposing all bay doors be oriented away from the multi-family, as well as Coit Road, which will help shield the development from both the multi-family and the right-of-way.
With the location of the proposed site being adjacent to commercial tracts and along a major arterial, the protections in place for the residential uses to the south, and the site meeting the City’s site specification and zoning criteria, Staff feel that the proposed minor vehicle repair use should complement the existing and proposed development in the area.
As such, staff recommends approval of the SUP request.
SITE LAYOUT: The attached exhibit provides a general layout of the proposed building as well as the associated parking and internal site circulation. The site circulation, parking, and sanitation requirements are in general conformance with the Zoning Ordinance.
