RECOMMENDED ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This resolution authorizes a professional services contract with Parkhill, Smith & Cooper, Inc. to provide planning and engineering services related to a feasibility study for a new multigenerational recreation center, for a contract amount of $144,850 and not to exceed $150,000.

 

                     This study will include visioning, local recreation market analysis, community engagement, architectural programming, conceptual design, and development of a project budget and implementation timeline. 

 

                     The results of the study will provide the City with a clear framework to guide the future design and implementation of the recreation center. 

 

                                                                                                                              

BACKGROUND INFORMATION: 

                     On January 20th Council approved the purchase of 111 acres on the east side of Lake Forest and north of Bloomdale.  The intended uses of this site include a multigenerational recreation center, water pumping station, public works and other civic uses. 

 

                     Parkhill, Smith & Cooper, Inc. was authorized by Council on February 3, 2026, to provide master planning services for these intended uses, which will coincide with this feasibility study for the recreation center.

 

                     Parkhill, Smith & Cooper, Inc. submitted a response to RFQ No. 25-57 for Professional Landscape Architect Services for Parks CIP Projects. They were one of ten firms shortlisted by City Council on December 2, 2025, via Resolution No. 2025-12-196.

 

FINANCIAL SUMMARY: 

                     This project (PK2520) is a FY25-26 Capital Improvements Program funded by bond monies.

 

                     Upon approval of this item, $0 will remain in PK2520.

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Parks, Recreation and Open Space Advisory Board will receive an update on this item at the April 9, 2026 meeting.
