RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $2,180,576.00 as well as all required supplemental agreements thereto, with Johnson, Mirmiran and Thompson, Inc. for professional consulting engineering services for the Tennessee Street, Lamar Street, and Hunt Street Infrastructure Improvements Project (CO2409), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $2,400,000.00.

 

BACKGROUND INFORMATION: 

                     The FY25-29 Capital Improvement Program (CIP) includes funding for street, sidewalk, drainage, utility, and streetscape improvements along the following streets in the vicinity of Downtown McKinney:

o                     Lamar Street (from Kentucky Street to McDonald Street)

o                     Tennessee Street (from Virginia Street to Lamar Street)

o                     Hunt Street (from Kentucky Street to McDonald Street)

o                     Kentucky Street (from Lamar Street to Hunt Street) - Alternative

                     The goal of these planned improvements in the downtown area include:

o                     Reconstructing infrastructure that has reached the end of its service life or is no longer functioning as intended or planned; and

o                     Providing pedestrian improvements that promote walkability and which meet current State and Local requirements; and

o                     Providing corridor enhancements (landscaping, hardscaping, lighting, etc.) to further complement the character of the Historic Downtown McKinney Cultural District; and

o                     Promote and support further economic development in and around Downtown McKinney, including the redevelopment of City owned properties, by continuing to invest in infrastructure improvements.

                     The overall project will include approximately 3,200 linear feet of concrete pavement section, including sidewalk, lighting, streetscape/landscape elements, with approximately 2,400 linear feet of water main replacement and 2,200 linear feet of sanitary sewer line replacement, and 2,500 linear feet of storm sewer design.

                     In addition, the project will consider and develop concepts for a potential one-way to two-way conversion of both Kentucky and Tennessee Streets (between Lamar Street and Hunt Street).

                     Design will also include a temporary traffic signal at the intersection of Lamar Street and McDonald Street (SH 5) to be installed in advance of TxDOT’s SH 5 project.

                     During project design development, one or more public meetings will be hosted by the City to receive public input on proposed design alternatives.

                     Johnson, Mirmiran and Thompson, Inc. (JMT) submitted a response to RFQ 24-46 for On-Call Roadway Professional Services. They were one of fourteen (14) firms shortlisted by City Council on September 17, 2024.

                     JMT submitted a proposal for this project in the amount of $2,180,576.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Design & Bid Phase Services)

o                     Special Services (Construction Administration, Surveying for Design, Franchise Utility Coordination, Subsurface Utility Engineering, ROW and Easement Documents, Geotechnical Investigations, Public Involvement, Environmental Investigation, Color Renderings and Third-Party Coordination)

                     The preliminary opinion of probable construction cost (OPCC) is $12,430,000.00 which includes assumed construction inflation contingencies.

                     The fee for basic services is $1,513,144.00 (12.0% of the OPCC) and the fee for special services is $667,432.00 (5.00% of the OPCC).

                     Pending approval of this item, design would begin immediately with construction expected to begin as soon as early 2026.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with Johnson, Mirmiran and Thompson, Inc. for an amount not to exceed $2,400,000.00. Professional Services under this contract will utilize the following projects and funding accounts:

o                     Fund 21 - Streets (80%) - $1,920,000.00

o                     Fund 20 - Water/Wastewater (20%) - $480,000.00.

                     With the approval of this item, $600,000.00 will remain in Project CO2409.

                     Funding for construction costs of the project are programmed in the FY25-29 Capital Improvement Program and expected to be available in late 2025.
