ITEM SUMMARY: 

                     According to the U.S. Department of Education, it is necessary for SROs to be designated as “school officials.”  The sole purpose of designating SROs as “school officials” is for the officers to have access to student information governed under the Family Education Rights and Privacy Act (FERPA) 20 USC 1232g. 

                     According to the U.S. Department of Education, the best practice to ensure compliance with these provisions is for the school district and the law enforcement unit to enter into a MOU that specifically addresses these issues.   

                     To be compliant with FERPA, the following language has been added to the contract: “Family Education Rights and Privacy Act (FERPA) 20 USC 1232g: MISD shall designate SROs as “school officials” for purposes of access to student information governed by the Family Educational Rights and Privacy Act (FERPA) 20 USC 1232g. Student education records and personally identifiable information under the maintenance and control of MISD may be accessed by school officials only for a legitimate educational purpose. The legitimate educational purpose for which an SRO may access or use educational records is to promote school safety and the physical security of students. An SRO shall not access education records or personally identifiable information of students for any other purpose except in compliance with FERPA.”

 

BACKGROUND INFORMATION: 

                     The City of McKinney provides School Resource Officers (SRO) to the McKinney Independent School District (MISD).

                     There will be fourteen (14) SROs and two (2) Sergeants assigned to MISD.

                     The cost of the SROs is shared 50% to both MISD and the City of McKinney.

 

FINANCIAL SUMMARY: 

                     MISD will pay the contract amount of $1,394,166 for the 2024-2025 School Resource Officer Program.
