ITEM SUMMARY:
• In a letter dated December 4, 2025, the City of Melissa formally requested membership in the NTMWD Regional Solid Waste System (RSWS) with a proposed effective date of October 1, 2026, citing its longstanding partnership with NTMWD and its role as host community for the regional landfill.
• NTMWD staff have reviewed the request and indicated support for the City of Melissa becoming the sixth Member City of the Regional Solid Waste System, recognizing Melissa’s long history of regional partnership and participation in the system.
• The City Manager also supports Melissa’s proposed membership into the RSWS, and the proposed Resolution would formalize the City of McKinney’s support for the request.
BACKGROUND INFORMATION:
• The NTMWD Regional Solid Waste System (“RSWS”) was established in 1979, with operations commencing in 1980, to provide a coordinated regional approach to solid waste management, and the City of McKinney became a Member City of the RSWS in 1993
• The 121 Regional Disposal Facility (“121 RDF”), a key component of the RSWS located within the municipal boundaries of the City of Melissa, opened in 2004 and serves as a critical regional solid waste disposal facility.
• The City of Melissa has maintained a long-standing relationship with NTMWD, including approximately forty (40) years as a customer of the District, and currently delivers the majority of its solid waste to the 121 Regional Disposal Facility
FINANCIAL SUMMARY:
• Melissa’s Membership is expected to result in a slight increase (approximately 1%) to the other member City’s solid rate disposal rates for approximately three (3) years, followed by rate reductions in Fiscal Year 2030 and beyond.
