STAFF RECOMMENDATION:  Staff recommends approval of the proposed rezoning request.

ITEM SUMMARY:  The applicant is requesting to rezone approximately 46.638 acres of land, generally for government facilities uses.

PROPOSED ZONING:  The applicant is requesting to rezone the subject property, generally to allow for government facilities.

 

Although the current zoning on the property allows for government facilities, the applicant has indicated a desire to rezone to the “GC” - Government Complex Zoning District generally to allow for development of a future park that would be more in line with standards within a modernized zoning district.

 

It is Staffs’ professional opinion that the proposed rezoning request to “GC” - Government Complex District to allow for institutional uses will remain compatible with the future surrounding institutional and residential land uses as designated in the Comprehensive Plan.

As such, Staff recommends approval of the proposed rezoning request.

 

CONFORMANCE TO THE ONE MCKINNEY 2040 COMPREHENSIVE PLAN: A key aspect of the ONE McKinney 2040 Comprehensive Plan is to provide direction related to desired development patterns in the city and to inform decisions related to the timing and phasing of future infrastructure investments. To assist in guiding these decisions, the plan includes a set of Guiding Principles that provide overall guidance and a Preferred Scenario and Land Use Diagram that illustrates the desired development patterns in the city. The Preferred Scenario and Land Use Diagram are built upon a series of distinctive districts, each with a specific purpose, focus and market. Each district consists of a mix of placetypes that identify the predominate land uses and desired pattern of development for the district. 

 

                     Guiding Principles:

The proposed rezoning request is generally in conformance with the Guiding Principle of “PLACES (to Live, Work, Play, & Visit)” established by the Comprehensive Plan.  In particular, the proposed request has the potential to ensure that “today’s neighborhoods remain vibrant and desirable places that meet the needs of existing residents and appeal to future residents.”

 

                     Preferred Scenario and Land Use Diagram Characteristics:

Per the Preferred Scenario and Land Use Diagram, the subject property is located in the Town Center District and is designated as the Historic Town Center (HTC) - Mix placetype.

 

Historic Town Center - Downtown is the sub-placetype that represents downtown: the city’s historic seat of government, commerce, and community activity. The size of downtown also makes it a major destination for shopping and entertainment for the surrounding neighborhoods, city, and region. The design and scale of development encourages active living and a mix of uses within a comprehensive and interconnected network of walkable streets. In addition to its role as the community’s traditional center of business and social life, downtown is also home to a burgeoning residential population. Residences are often intermingled within larger structures, and buildings typically stand two or more stories tall with condominiums or apartments over storefronts. pattern as development approaches the HTC - Residential sub-placetype.

 

                     Land Use Diagram Compatibility:

When considering land use decisions, the city should determine that a project aligns with the Land Use Diagram and/or meets a majority of the plan’s established criteria to be considered compatible with the Land Use Diagram. The proposed rezoning request aligns with the Historic Town Center - Mix Placetype of the Town Center District, is in conformance with the Land Use Diagram and should be compatible with the surrounding properties.

 

                     Fiscal Model Analysis: The fiscal model is not applicable due to the proposed request being a city project.
