RECOMMENDED CITY COUNCIL ACTION:

                     Approval of this Resolution.

ITEM SUMMARY:

This Resolution will indicate the City Council’s support for TxDOT’s proposed expansion of truck lane restrictions to include the segment of US 75 from SH 121 northward through the City Limits, and continuing to the Collin / Grayson County Line.

BACKGROUND INFORMATION:

To reduce congestion and improve safety, the Texas Department of Transportation (TxDOT) and North Central Texas Council of Governments (NCTCOG) are currently studying several corridors in Collin, Dallas, Denton, Ellis, Navarro, and Rockwall counties to determine if truck lane restrictions should be expanded.

The proposed truck lane restrictions include prohibiting trucks with three or more axles and truck trailers from using the left lane except when passing traffic.  These restrictions are the same as those currently in place along the segments of US 75 south of the City of McKinney, including the cities of Dallas, Richardson, Plano, and Allen.

The City of McKinney requested the expansion of truck lane restrictions in 2013 when the US 75 widening project was under construction.  TxDOT did not include the expansion of truck restrictions in the environmental document for the project, and declined to implement the restrictions at that time.

The City of McKinney again requested the expansion of truck lane restrictions in 2016, however TxDOT denied the request based on insufficient truck traffic volumes to warrant the implementation at that time.

FINANCIAL SUMMARY:

TxDOT will be responsible for any costs associated with the implementation of the new restrictions, if implemented.
