RECOMMENDED CITY COUNCIL ACTION:                     

                     Discuss and provide direction to staff

 

ITEM SUMMARY: 

                     This is an item to discuss potential renaming of roadways affected by the reconstruction of FM 546, potential names for un-named roadways in the McKinney City Limits, and potential names for major roadways in the Trinity Falls MUD.

o                     The portion of the old alignment of FM 546 that begins at Industrial Boulevard and extends southward to Harry McKillop Boulevard (new alignment of FM 546).

o                     The portion of Country Lane between Old FM 546 and Harry McKillop Boulevard

o                     The Un-named arterial extending from east of US 75, southward through the Willow Wood Estates subdivision, and continuing to south of Harry McKillop Boulevard (FM 546).

                     o                     The Un-named arterial currently known as County Road 943, of which a segment was recently constructed adjacent to the Erwin Farms subdivision.

                     o                     Naming of the extension of Trinity Falls Parkway from its current terminus as well as other arterial roadways in the vicinity of the Trinity Falls development.

 

BACKGROUND INFORMATION: 

 

Un-Named Old Alignment - FM 546:

                     The portion of the old alignment of FM 546 that begins at Industrial Boulevard and extends southward to Harry McKillop Boulevard (new alignment of FM 546) has been taken off the Texas Department of Transportation’s highway system and has been transferred to the City of McKinney as a local City roadway. 

                     This portion of roadway has historically been referred to only as “FM 546”, with no designated local name.  Given that the “FM 546” designation has been removed from this facility, a name will need to be established.

                     There are currently approximately six (6) parcels with addresses which will be affected by the renaming of this segment of roadway.

 

Country Lane:

                     The portion of that begins at the intersection of Airport Road and the old alignment of FM 546, and extends southward to Harry McKillop Boulevard (new alignment of FM 546).

                     Renaming of this roadway segment to Airport Road would continue the “Airport Road” designation from its current end at “Old FM 546” to a new terminus at the intersection with Harry McKillop (New FM 546).

                     There are currently approximately eight (8) parcels with addresses which will be affected by the renaming of this segment of roadway.

 

Un-Named Arterial - Willow Wood:

                     The developer of the Willow Wood Estates subdivision is designing and will construct a portion of an un-named regional arterial.  The portion under design and near-term construction begins at McDonald Street (SH 5) and extends along its frontage of the Willow Wood Estates subdivision. A name for this arterial will be needed prior to the developer’s completion of construction, anticipated to be in January 2019.

                     Based on the proposed One McKinney Comprehensive Plan, the roadway segment being constructed by the Developer is part of a future 6-lane divided un-named arterial that will begin approximately at US 75 and extend southward to a point south of Harry McKillop Boulevard (FM 546), and possibly beyond the southern McKinney City Limit.

                     This future regional roadway may become part of a potential extension of Spur 399 as part of the TxDOT US 380 Bypass Project, as shown in the RED alignment option.  

                     In the event that the RED alignment for the Spur 399 extension is selected and constructed by TxDOT, the alignment of the future arterial would likely be modified, though the name chosen would remain.

                     The name chosen for the short roadway segment adjacent to Willow Wood Estates will ultimately become the name of the future arterial located on the east side of McKinney National Airport.

 

Trinity Falls Roadways:

                     The developer of Trinity Falls is currently in the design phase of further extensions of Trinity Falls Parkway.  As part of the plan review process, the City GIS department has voiced concern regarding City street naming policy relative to the naming of the arterial roadways in the Trinity Falls development.

                     The conceptual thoroughfare plan included in the Development Agreement for the Trinity Falls development shows Trinity Falls Parkway following a looping alignment, ultimately terminating at an intersection with the future extension of Hardin Road.

                     The Developer’s latest plan submittal is consistent with the conceptual thoroughfare plan included in the development agreement, and shows Trinity Falls Parkway continuing in its looping alignment before ultimately becoming an east-west roadway, terminating at an intersection with the future extension of Hardin Road.

                     The current Master Thoroughfare Plan (MTP) shows a major arterial extending northward from Laud Howell Parkway, through the Trinity Falls development, and continuing north to the Collin County Outer Loop.  This roadway is currently named Trinity Falls Parkway to its intersection with County Road 228.

                     Street naming policy would ordinarily require that Trinity Falls Parkway remain the through street oriented in a north-south direction, and continue northward through the intersection at CR 228, as shown on the MTP.  This is not the case in the constructed condition, and Trinity Falls Parkway, as currently named, turns due east and continues in a looping alignment which follows the outer perimeter of the Trinity Falls development.

                     As part of the coordination process with Staff in developing this Item, the Developer has provided an exhibit showing the desired street naming for the arterials in and around the Trinity Falls development.  This exhibit is attached for reference.

                     The City’s GIS staff have prepared a similar exhibit showing a proposed street naming scheme which largely accommodates the Developer’s request, meets the needs of public safety, and is consistent with City-standard street naming policy.

 

Un-Named Arterial - CR 943 / Erwin Farms Subdivision:

                     The developer of the Erwin Farms subdivision has completed the construction of two lanes of an un-named arterial adjacent to the subdivision.

                     The newly constructed roadway segment is open to traffic but transitions on the north and south side of the subdivision to the existing CR 943. 

                     Per the proposed One McKinney 2040 Mobility Plan, the newly constructed roadway segment adjacent to the Erwin Farms subdivision will become part of an un-named future 4-lane divided greenway arterial that will begin at Custer Road (FM 2478) and extend southeasterly to Hardin Boulevard.

                     The name chosen for the roadway segment adjacent to the Erwin Farms subdivision will ultimately become the name of the future arterial.

 

Additional Information:

                     The Parks Department maintains a list of potential names for City Parks and Facilities.   Although not an extensive list of possible names for roadways, it does provide a starting point

                     The above-mentioned list of names along with available biographies has been attached for reference.  

                     Once names are chosen, Staff will make all necessary changes to the Comprehensive Plan and to the McKinney mapping system ARCMAP.
