RECOMMENDED CITY COUNCIL ACTION:
• Approve the Resolution Authorizing the City Manager, or Designee, to Execute a Contract between the City of McKinney and Root Policy Research to Prepare the 2025-2029 Consolidated Plan (Plan) for the City of McKinney,
ITEM SUMMARY:
• The Plan is a five-year planning document which builds on a participatory process beginning with the public to assess affordable housing needs, community development needs and resources and market conditions, to make data-driven, place-based investment decisions.
• The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs.
• The Plan is required for U.S. Department and Urban Development (HUD) programs, including the Community Development Block Grant (CDBG), HOME Grant, and other federal funding.
• The Plan is carried out through Annual Action Plans, which provide detailed summary of the actions, activities, and the specific federal and non-federal resources used each year to address the priority needs and specific goals identified by the Plan. At the completion of each program year, the city will report progress in the Consolidated Annual Performance and Evaluation Report (CAPER). The Plan, as required by the federal regulations, will include the following components:
o Citizen Participation Plan
o Community Profile
o Non-Housing Needs Assessment
o Housing and Homeless Needs Assessment
o Housing Market Analysis
o Strategic Plan and Anti-Poverty Strategy Development
o Annual Action Plan
o Certifications
• The Strategic Plan portion of the Consolidated Plan will serve as the guidelines for funding requests for the Consolidated Grants Process for Program Years 2025-2029. Each program year begins October 1, the same as fiscal year for the city. The Strategic Plan will provide measurable goals and objectives for priorities and programs.
BACKGROUND INFORMATION:
• On May 2, 2025, the city issued and advertised a Request for Proposals (25-52RFP) to update and prepare the 2025-2029 Consolidated Plan, which includes the Citizen Participation Plan and Process, Consolidated Plan (with a focused Affordable Housing Strategy), and the 2025-2026 Annual Action Plan.
• Notice of the RFP was made available via:
o McKinney Courier Gazette
o McKinney TV
o 1,006 Bonfire supplier notifications, which included 12 Historically Underutilized Business (HUB) suppliers.
• Out of 1,006 supplier notifications, three (3) proposals were received on May 22, 2025.
o Allied Supply Chain Support & Services, Inc.
o CEW Advisors, Inc.
o Root Policy Research, Inc.
• An evaluation team comprised of City staff reviewed and ranked the proposals on the following criteria:
o 20 points - Experience
o 10 points - Capacity to Perform
o 10 points - Participation Plan Approach
o 30 points - Consolidated Plan, Affordable Housing Strategy, and Action Plan Approach
o 30 points - Cost Proposal
• The evaluation team recommends awarding a contract to the highest ranked respondent, Root Policy Research, Inc. Attached for your reference is the scoring summary matrix for 25-52RFP. The contract shall commence on the date of the award and continue until all terms and conditions are satisfied and complete.
• Staff anticipate the process to begin with a kick-off meeting with the firm’s project leader after June 17, 2025. The full process will include citizen participation during the preparation process and review of the draft documents; and the submission to HUD. Public hearings will be conducted during the preparation and final drafts will be complete for City Council public hearings in August 2025.
• The Plan will go before HUD for review by August 16, 2025, with final approval 45-days after submittal.
FINANCIAL SUMMARY:
• The Resolution authorizes a contract for the amount not to exceed $51,895.00.
• Funds for this project are in the budget under Department 17 (CDBG) and Housing & Community Development.
