RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with North Rock Construction, LLC of Denton, Texas, for the Construction of the Murphy Park Improvement Project (PK1831 - Park Updates) for a total contract amount not to exceed $595,134.51.

 

                     City staff worked with Dunaway and Associates, a landscape architecture firm, on preparing the construction plans and specifications as needed for project bidding.

.

                     Staff, along with Dunaway and Associates, Inc. support and recommend awarding the construction bid to North Rock Construction, LLC, in an amount of $565,134.51 along with a $30,000 contingency for a total not to exceed amount of $595,134.51. (Includes base bid + contingency)

 

 

BACKGROUND INFORMATION:  

 

                     The Murphy Park Improvement project includes a monument sign, playground and fitness stations, half-court basketball court, site furnishings, and pavilion enhancements.

 

                     The City issued Invitation to Bid 22-09CC, Construction of Murphy Park at on November 21, 2021.

o                     Advertised in McKinney Courier Gazette

o                     Posted on McKinney TV

o                     1083 matching eBid Supplier Notifications

o                     44 Historically Underutilized Business (HUB) Vendors were notified.

 

                     In response to all notices published, four (4) bids were received on December 9, 2021, from:

o                     North Rock Construction LLC

o                     Northstar Construction, Inc.

o                     RLM EarthCo Inc.

o                     SRH Landscapes LLC

 

                     Upon approval, construction should begin in January 2022 with a 273-day contract schedule.

 

                     North Rock Construction completed projects for the City of McKinney in the past including Wilson Creek Trail, and Comegys Creek Trail and Dr. Mack Hill Park, and Finch Park.

 

FINANCIAL SUMMARY: 

                     The Murphy Park Improvement project (PK1831 - Park Updates) is a FY21-22 Capital Improvements Program funded by MCDC funds, parkland dedication funds and bond monies.

 

                     Upon approval of this item as well as two other items on this agenda that are utilizing funds from PK1831-Park Updates, $6,007,607.03 will remain the project.

                             

BOARD OR COMMISSION RECOMMENDATION:

                     On December 9th, 2021, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract.
