RECOMMENDED CITY COUNCIL ACTION:                     

                     Provide input and guidance to the draft Grant Guidelines, as presented by staff.

 

ITEM SUMMARY: 

                     The application process will be open to non-profit and for-profit organizations to apply for the settlement funding.

 

BACKGROUND INFORMATION: 

The State of Texas, along with a coalition of states and subdivisions (cities and counties), reached final agreements with pharmaceutical and manufacturing companies (including Teva, Allergen, CVS, Walmart, and Walgreens) to resolve “legal claims against them for their role in the opioid crisis,” The State of Texas received about $1.6 billion in the settlements. A bill passed by the Texas Legislature in 2021 created the Texas Opioid Abatement Trust Fund that allowed for funds to be allocated to cities and counties.  To date, McKinney has received $141,000 from the Trust Fund. Future funding may be distributed.

Distribution. The City Council provided a settlement award of $100,000 to the nonprofit agency, Grace to Change. The City of McKinney will distribute the remaining settlement funds through a program application process, open to non-profit or for-profit organizations.

Criteria. The funding focus is toward the treatment of opioid use and disorders and any co-occurring substance use disorders. Applicant organizations must be based in McKinney and serve residents within McKinney city limit zip codes. Services must be free and provided only to residents that live within city limits. Priority funding consideration may be given to the awarded organization that provides clientele services at low-to-moderate income limits of 0-80% percent within the Collin County area.

Process. The application will open on September 11, 2023 at 10 AM and staff will conduct an information meeting on this day for interested applicants. Applications are due September 22, 2023 by 5:00 PM.  The Community Grants Advisory Commission (CGAC) will hold a deliberation meeting to determine proposed funding recommendations to City Council.  On October 17, 2023, recommendations will be presented to the Council at a public hearing. Thereafter, the awarded organization(s) will be notified, and a grant agreement will be executed by the city. 

 

FINANCIAL SUMMARY: 

                     The City of McKinney will award one (1) or more grants totaling $41,000 to the organization(s) that directly advance the focus area, to reduce the harmful impacts under the Opioid crisis.
